Description
Notice of Intent to Modify Task Order The National Science Foundation, Division of Acquisition and Cooperative Support, intends to modify Task Order NSFDACS12T1582 with Accenture Federal Services to increase the Order funding ceiling amount. The National Science Foundation competitively awarded and Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Accenture Federal Services in September 2012 to support the agency with implementation and integration of a new Federal financial system. Subsequent to IDIQ award, Task Order 1 was issued as Time & Materials and fully describes a wide range of implementation support activities, with the objective of fully integrating the new financial system at the National Science Foundation by October 1, 2014. Throughout Task Order performance, Accenture Federal Services was able to gauge the full complexity of requirements based on having access to numerous agency legacy systems and gain better understanding of agency business needs. Exploration of the National Science Foundation's legacy systems revealed that significantly larger effort would be required than previously anticipated to fully implement and integrate the new financial system in the agency's business environment by October 1, 2014. In addition, the full extent of new agency financial system technical requirements were not available at the time of award, thus creating the need for increased effort by Accenture Federal Services to meet National Science Foundation objectives. In accordance with Federal Acquisition Regulation (FAR) 6.302-1, Accenture Federal Services is the only responsible source who can provide continuous support throughout the financial system implementation process and remain on schedule for full integration by October 1, 2014. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE OFFERS A determination by the Government not to open the requirement for competition based on responses to this notice is solely the discretion of the agency. No solicitation or other applicable acquisition documentation shall follow this notice.
