Description
The US Environmental Protection Agency (EPA), Office of Acquisition Resource Management (OARM), Emergency Response Service Center (ERSC) on behalf of the Office of Research and Development -Microbial Exposure Research Branch in Cincinnati, Ohio under the authority of FAR Part 13, intends to award a sole source procurement to the Loma Linda University c/o Dr. Ryan Sinclair for the purpose of providing an analysis/study in the microbial characteristics of the dry weather urban runoff coming into and out of the Santa Monica Urban Runoff Recycling Facility (SMURRF). The data retrieved from this study will allow for future regulations/standards regarding the Alternate Water Sources (AS) as there are currently no standards for such water systems. Loma Linda University has experience with membrane filtration of water samples, cultural media procedures involving membrane filters, IDEXX quantitray procedures for colilelert and enterolert and operation/maintenance of autosample rs. Loma Linda University also has experience working with the Public Health system in California and possesses specific knowledge of the personnel at both the Los Angeles County Department of Public Health and the RAND/Santa Monica SMURRF facility. Loma Linda University also has the ability to use this analysis/study as a teaching mechanism for students studying microbiology. The NAICS code for this requirement is:541380. The EPA knows of no other vendor capable of providing such services. If there are any vendors capable of providing these services, please submit proof of such via email to: scott.elaine@epa.gov no later than January 17, 2014 -12 noon EST. No phone calls will be accepted for this requirement. Under the authority of FAR 13.106-1(iv)(b), the Contracting Officer also has the discretion not to compete this requirement.
