- Drawings Specifications Request for Information - Market Research INSTALLATION AND RENTAL OF MODULAR BUILDING Defense Logistics Agency (DLA) Distribution Defense Logistics Agency (DLA) Distribution J7 is issuing this Market Research Request for Information (RFI) for information gathering purposes only. The purpose of this RFI is to solicit industry's assistance and best practices in determining the most cost effective specification requirements for the lease of a modular building to be located at DLA Distribution, New Cumberland PA 17070. As a result of this RFI, DLA Distribution is requesting a technical capabilities statement, samples of recommended building specifications and a rough order of magnitude pricing that pertains to the subject outlined in the RFI. The information gathered as a result of this RFI will be used to assist DLA Distribution in refining the building specifications to afford DLA Distribution the ability to successfully procure the building and lease to meet the customer's budgetary constraints. Background Information: DLA Distribution has a need to lease a modular office building for a period of time to not exceed three (3) years. The Government has developed building specifications and project plans which are attached to this RFI for reference. This modular building was an actual requirement in FY 2013, however, the industry responses to the solicitation exceeded the customer's budget. The customer's need still exists; however, the Government is attempting to get input from industry on ways to revise the building specification requirements as to reduce costs, while still maintaining the general specifications and meeting all building regulations. General Specifications: The modular office building shall consist of connected units with 8,736 sq ft area and having floor plan consistent with the Project Plans. The contractor will provide all the necessary connections, terminations, etc. for a complete and usable building. The installation shall also include exterior stairs, ramps, sidewalks, etc. The contractor shall provide all the necessary foundations, supports, connections, terminations, etc. Installation work associated with the modular office shall include delivery and set up as well as trailer removal and site restoration at the end of the lease agreement. This project will also include all of the necessary labor and material to install the required utilities for the modular office building. The utilities installation shall consist of providing the necessary utility connections for sanitary/storm sewers, water/sprinkler, electric and communications from the building to the existing base utilities as shown on Project Plans. The contractor will provide all required connections, terminations, fire alarms, mass notification system and card reader at main entrance for a complete and usable building. Additionally, the contractor will provide maintenance of the modular office building including, but not limited to, power, lighting, plumbing, HVAC, communications, building construction for the duration of the lease. Janitorial services and carpet cleaning will be provided by the Government. The Government intends to lease the building for a not-to-exceed period of three (3) years. Based on Government funding for this project, the money is obligated on an annual basis. The Contract Line Item Structure (CLIN) for the proposed lease agreement would resemble the following: Base Year funding would be obligated at time of an award for the construction/delivery/installation portion and a six (6) month lease; Year 2 would be an optional period and if obligated by the Government, would include a twelve (12) month lease; Year 3 would also be an optional period and if obligated by the Government, would include another (12) month lease; and Year 4 would be the final optional period and if obligated by the Government, would include a (6) month lease, removal of the building and site restoration. Information Requested: 1) Technical Capabilities Statement Response Format: The Contractor shall provide the following information in their technical capabilities statement: a) Company information to include the company size/socio-economic status, the Commercial and Government Entity (CAGE) code, and the Point of Contact (POC) information (name, email address, telephone and fax numbers); b) Background/Corporate Experience/Management Approach; c) Past Performance references, to include POC information for each reference (not to exceed 5 pages total). 2) Building Specifications: Describe the building specifications your company is recommending for this acquisition. Consider the following, along with attached Specification Section 01590 "Modular Office Building" as recommendations: a) Consider the option of used modular units. b) Consider 8' finished ceiling height v/s 8"-6". c) Consider vinyl covered gypsum panels that are pre finished in the factory v/s tape mud paint walls. d) Consider semi-permanent foundation system that eliminates need for drilling and pouring footings. e) Consider end mount HVAC systems v/s roof top units. f) Consider Wood frame construction v/s steel studs. g) Consider aluminum ramp v/s treated decks. 3) Rough Magnitude of Cost Estimate: a) Informal cost breakdown of costs associated with the delivery, set-up and installation of the proposed building. (Costs incurred for the site work/site utilities should not be included.) b) Monthly lease cost. This RFI does not in any way constitute a Request for Proposal (RFP) and as such, shall not be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice, nor otherwise pay for proposal preparation costs supporting submission of a response to this RFI. Responders are solely responsible for all expenses associated with responding to this RFI. Contractors providing information under this RFI may be afforded the opportunity to submit a proposal in response to an issued RFP. In combination with additional market research, the Contracting Officer may evaluate Contractor size/socio-economic status for set-aside considerations. Responses should be received no later than 30 calendar days after RFI posting.
