- Sources Sought Synopsis for Surgical Power Tools for the Department of Veterans Affairs, Veterans Health Administration (VHA). The VHA Surgery Program Management Office (PMO) has identified surgical power tools as a candidate item for standardization. The purpose of this sources sought is to conduct market research to support their procurement. VHA Surgery PMO desires to procure quality items that meet the Minimum Technical Requirements (MTRs); therefore, it is the Government's specific intent through this market research, supported by published and/or documented evidence, to find surgical power tools as listed in Attachment 1. This sources sought encourages potential contractors to submit a non-binding statement of interest and documentation substantiating they have a product they feel meets the stated requirement. Further, it is intended to assess industry's capability to support and/or develop an adequate solution to the Government's continuing need(s). The Strategic Acquisition Center (SAC) is requesting responses from qualified business concerns; the qualifying NAICS code for this effort is 339112 "Surgical and Medical Instrument Manufacturing.". The intent of this synopsis is to gain knowledge of potential qualified sources and their size classifications, Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), HUBZone Program, 8(a), Small Business (SB), Small Disadvantaged Business, Woman Owned Small Business, or large business (LB); relative to NAICS 339112. Responses to this notice, will be used by the Government to make appropriate acquisition decisions. After review of the responses to this notice, a solicitation announcement may be published. Responses to this synopsis are not considered adequate responses to any corresponding solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this synopsis. PLEASE INDICATE WHETHER YOU HOLD A GSA FEDERAL-SUPPLY SCHEDULE CONTRACT THAT COVERS THESE PRODUCTS AND, IF SO, A CONTRACT NUMBER MUST BE PROVIDED. Provide BUSINESS SIZE AND SOCIO-ECONOMIC STATUS; (a) Indicate whether your business is a SB or LB. (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business. If disadvantaged, specify the disadvantaged group. (c) Specify if your firm is certified under Section 8(a) of the Small Business Act. (d) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB). (e) Include the DUNS number of your firm. (f) State whether your firm is registered with the System for Award Management (SAM) at http://www.sam.gov and/or the VetBiz Registry at http://vip.vetbiz.gov. If not, please NOTE that any future solicitation could only be awarded to a contractor who is registered in SAM; in order to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry. (g) Provide current commercial pricing for all items listed in Attachment 1. (h) Link to the respondent's General Services Administration (GSA) schedule, or attached file of same, if applicable. (i) Citation of any current or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (J) Other material relevant to establishing core competencies of the firm. Attachment 1 Minimum Technical Requirements MTR 1Stainless steel surgical power tool with quick chuck capabilities and able to be sterilized by steam autoclave Pre-Vac cycle. MTR 2Attachments: Sagittal saw, reciprocating saw, and sternum saw (all with variable speed), dual trigger rotary and single trigger rotary. All attachments able to be sterilized by steam autoclave Pre-Vac cycle. MTR 3Sternum saw: Both 180 °-360 ° rotating head and blade guard can protect soft tissue around sternum. MTR 4Reamer: Hi-torque for acetabulum or medullary operation. MTR 5Accessories: Dual and Single Trigger Pin Collect to accommodate sizes 2.0-4.2mm, Dual and Single Trigger Wire Collect to accommodate sizes.7-1.8mm, A/O Quick Connect, Hudson, ¼" and 5/32" keyed Chuck, ¼" and 1/8" keyless chucks, Hudson Modified Trinkle, Trinkle, Large A/O, DHS/DCS, Triathlon Adapter, Sternum Blade Guard. MTR 6Batteries: Rechargeable Lithium Ion Cell Technology. MTR 7Universal charger with charging indicator, charge complete and battery fault or replace indicators. MTR 8Sterilization Case: Stainless steel with sealed containers and sterilization insert tray that fits rigid sterilization containers.
