(17) Place of Contract Performance: The majority of the work will be performed at the Defense Agency Initiative PMO location in the Washington, D.C. metro area. DLA DAI Program Management Office 2221 South Clark Street Arlington, VA 22204 (18) Set-aside Status: Unrestricted. Synopsis: The Defense Agencies Initiative (DAI) is a Department of Defense (DoD) enterprise initiative that will modernize and transform the financial management capabilities of the Defense Agencies and Field Activities across the DoD. The Defense Agencies have a need to replace their existing financial management and accounting systems to comply with statutory and regulatory requirements. As a result, the Defense Agencies need an integrated financial management system to achieve auditability through reliable and accurate financial data. To address this need, the DAI was formed to modernize and transform the financial management capabilities of the Defense Agencies. The government requires continued support in the areas of Global Model Functional and Technical Services, Implementation, and RICEF-W Development. The proposed procurement for the Defense Logistics Agency's will provide Oracle Enterprise Resource Planning (ERP) technical and functional services to provide configuration, design and development expertise to support the evolution of the DAI global model development and deployment for the related business processes of Acquire to Retire (A2R), Cost Accounting (CA) and Time and Labor (TL). Technical and functional services to provide configuration expertise and to develop, refine, and maintain the Reports, Interfaces, Conversion, Extensions, Workflow, and Forms Personalization (RICEF-W objects) identified by the DAI PMO and across all DAI modules. This includes supporting and maintaining existing and future RICEF-W object development, to include R12 development support in all modules in the DAI scope The Government anticipates issuance of an Indefinite Delivery Indefinite Quantity (IDIQ) contract utilizing firm fixed price and cost-plus-incentive-fee contract type task orders utilizing procedures in FAR Part 16.5. The resultant contract will have an effective base period of performance of 1 year, with two 1 year options, and an optional transition-out task with an anticipated duration of 3 months. Solicitation SP4701-14-R-0006 is expected to be issued in January 2014 with an expected closing date in February 2014.
