Amendment 1 - Sources Sought - Due Date Jan 23,2014, 3:00 P.M. Eastern Amendment 1 - Notice of Sources Sought This is not a solicitation announcement. This is a sources sought synopsis seeking responses from Small Businesses, Large and Non Profit Businesses. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources relative to work mentioned below. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), is soliciting proposals on a sole source basis to provide national training to psychiatrists and technical assistance to psychiatrist trainers in HIV/AIDS, for psychiatrists and primary care providers who directly provide services and care for people with and affected by HIV/AIDS. These activities increase the ability of psychiatrists and direct front-line service providers to respond effectively and provide HIV-related psychiatric services for individuals with and affected by HIV/AIDS through the Mental Health Care Provider Education in HIV/AIDS (MHCPE) Program for Psychiatrists. The anticipated period of performance for this contract is a base period of 12-months, plus four (4) 12-month option periods. The purpose is to provide training and education to psychiatrists and primary care providers who directly provide services to people with and affected by HIV/AIDS, prioritizing the areas of highest HIV/AIDS prevalence nationwide and in areas with emerging needs. Providing training to approximately 1000 psychiatrists each contract year, tasks under the contract include planning, comprehensive education and training to psychiatrists, technical assistance to expert trainers, training resources development, medical student elective education, and participant data collection and reporting. Education and training to psychiatrists and primary care providers across the country includes engaging a cadre of expert psychiatry and HIV/AIDS expert trainers, engaging new trainers, interfacing with psychiatry training institutions, providing in-person training, training by psychiatrists through virtual training methods (e.g., webinar), and access to continuing medical education units. The contractor provides data reports through the SAMHSA/CMHS OMB-approved MHCPE Participant Feedback Forms to evaluate training and training is required to achieve an average 90% satisfactory score. Aggregate quarterly reporting occurs in the SAMHSA electronic data collection system. In-person and virtual training is required in each year of the contract, with a phased-in increase of training using virtual methods to an end point of 75% of participants as follows- Base Year, in-person 500, virtual 350 (total 850), Option Year One, in-person 400, virtual 550 (total 950), and for Option Years Two, Three and Four, 250 in-person and 750 virtual (Total 1000). The training and education of psychiatrists in psychiatry, neuropsychiatry and HIV/AIDS supports the goals of the National HIV/AIDS Strategy by increasing access to care, reducing disparities in care, as well as reducing the number of HIV infections. Interested parties having the capabilities necessary to perform the stated requirements may submit capability statements, proposal or quotation which may be considered by the agency. Responses are due on January 23, 2014. After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published in the Federal Business Opportunities. Any size business can to respond to this source sought. Response to this notice shall include company name, address, point of contact, size of business and North American Industrial Classification Codes (NAICS) that apply to your company. This is not a request for proposal and in no way obligates the Government to award any contract.
