- NSN 5998-14-516-7805, PR # 50212555, Circuit Card Assembly. This requirement is for a total quantity of 4. Item is solicited under Other than Full and Open Competition 6.302(C) (1). Approved sources include Coltec Industries Inc (82796) P/N 13002339 and Man Diesel & Turbo France (F0579) P/N FC09AEA0. Fairbanks Morse (82796) is the authorized North American sole source for this circuit card assembly. First Article Testing is not required. Delivery is 4 units 200 days ADO. Inspection / Acceptance at Destination, FOB Origin (First Destination Transportation) to New Cumberland, PA. This solicitation is an RFP and will be available at https://www.dibbs.bsm.dla.mil on the issue date of February 14, 2014. Hard copies of this solicitation are not available, and must be downloaded from the internet site above. A 50% quantity option is included in this solicitation. Market research has indicated this item is not commercial. Therefore, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Sources who are interested in becoming an approved source will be required to submit appropriate data per the requirements of DLAD 52.217-9002, Conditions for Evaluations and Acceptance of Offers for Part numbered items as well as a response to the upcoming solicitation/request for proposal. The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307." This solicitation is UNRESTRICTED.
