- The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation's Climate Change Division intends to award a sole source purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Oregon State University to provide an update to EPA's current snowpack climate change indicator*, which is part of EPA's Climate Change Indicators Report. The original analyses and data for EPA's existing snowpack indicator was obtained from Dr. Philip Mote (primary contact) based on published work of which he was the primary author. Dr. Mote is currently the director of Oregon State University's Climate Change Research Institute. Dr. Mote uniquely merged two distinct datasets together and developed the methodology for the trends analyses of snowpack measurement data (Mote et al. 2005). The expertise held by Dr. Mote and the Climate Research Institute uniquely qualifies Oregon State University to perform the work in t he attached Statement of Work. EPA's indicators must be updated using the same methodologies and data sources for each indicator to ensure consistency of EPA's Climate Change Indicators Report. Currently, the only way EPA can obtain the update to the current snowpack climate change indicator is by using the methodology developed by the lead author of the original analyses. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within fifteen (15) calendar days of the date of this announcement will be evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
