Description
This is a Request for Information (RFI) ONLY! This is not a request for proposal, but a survey to locate potential sources for planning purposes. No further information is available from the Contracts Division. This synopsis/RFI does not constitute an Invitation for Bids, Request for Proposals, nor a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited. The Government is not responsible for any costs incurred in preparing or furnishing this information. All information received in response to this notice that is marked quote mark Proprietary quote mark will be handled accordingly. Responses shall not include any classified material. Responses received to this notice will not be returned. No reimbursement will be made for any costs to provide information in response to this announcement or any follow-up information requests. Information contained herein is based on the best information available at the time of publication, is subject to revision, and is not binding in any way upon the Government. Availability of any future formal solicitation will be announced under a separate Federal Business Opportunities announcement. B. Objective: To find sources that are qualified to perform in accordance with the specifications below. This notice is for informational purposes only. C. Specifications: The Army Research Laboratory (ARL) located in Adelphi, MD is looking for companies with the capabilities and facilities to design, fabricate, assemble, test, evaluate or document complete mechanical and electro-mechanical systems, subsystems, components and new items being developed in support of the Sensors and Electron Devices Directorate (SEDD) of ARL including Persistent Surveillance (PS) platforms; Radio Frequency and Magneto-Inductive Systems; Remotely, Acoustically, and Time Delay Activated Systems; Gunfire and Mortar Detection Systems; Unattended Ground Sensors (UGS); Wall Breaching Systems; Shock Tube Initiating Systems; Tagging, Tracking and Locating (TTL) technologies, sensor technologies (including acoustic, seismic, optical, magnetic, and radio frequencies); variants; Pre-Planned Product Improvements; and new developmental items. The Army is interested in contracting with vendors who currently have the capability to design mechanical or electro-mechanical systems, sub-systems, sub-assemblies or components in the areas of sensor technologies (including acoustic, seismic, optical, magnetic, and radio frequencies), variants, Pre-Planned Product Improvements, and new developmental items, to include the capabilities to develop preliminary designs, final designs, and documentation (technical drawings, part lists, quality assurance provisions, and assembly instructions) of the design. The Army is also interested in contracting with vendors who have the capability to fabricate mechanical or electro-mechanical systems, sub-systems, sub-assemblies or components in the above-listed technology areas. Desirable vendor capabilities include fabrication of hardware components and systems for prototype, engineering and type-classification tests and evaluation; production qualification and verification tests; low-rate initial production; and extended field tests. Vendors will be required to fabricate items using standard fabrication techniques such as machining to include Computer Numerical Control (CNC) equipment; castings; injection moldings; welding; sheet metal capabilities; plating; and painting. The vendor shall possess the ability to perform physical and functional configuration audits; design verification testing; factory acceptance; first article acceptance tests; and quality assurance testing for all items fabricated or assembled. The vendor shall have a certified quality assurance system in place to include ISO9000 at a minimum. The Army is also interested in contracting with vendors who have the capability to assemble mechanical and/or electro-mechanical systems, sub-systems, sub-assemblies or components in the above-listed technology areas for prototype, engineering and type-classification tests and evaluation; production qualification and verification tests; low-rate initial production; and extended field tests. The vendor shall possess the ability to perform physical and functional configuration audits; design verification testing; factory acceptance; first article acceptance tests; and quality assurance testing for all items fabricated or assembled. The vendor shall have a certified quality assurance system in place to include ISO9000 at a minimum. The Army is also interested in contracting with vendors who have the capability to test and evaluate mechanical and/or electro-mechanical systems, sub-systems, sub-assemblies or components in the above-listed technology areas in either a controlled environment or in field conditions including but are not limited to engineering tests and evaluations, type-classification tests; production qualification and verification tests; low-rate initial production; and extended field tests. The vendor shall have the capability to conduct tests per MIL-STD-810 and MIL-STD-331. The Army is also interested in contracting with vendors who have the capability to prepare technical data, design and production drawings, operation and maintenance manuals, training aids or other similar type documentation using commercial CAD/CAE software packages such as Solid Works, Pro-E or Inventor. The vendor shall have the capability to review, modify, and produce technical documentation (drawings, parts lists, quality assurance provisions, assembly instructions, test procedures, etc) per ASME Y14.100 and the most up-to-date version of ASME Y14.5. The vendor shall have the capability to perform configuration management on technical documentation using commercial configuration management (CM) and data management (DM) software packages. Vendors that are able to demonstrate capability in more than one of the above areas are of particular interest to the government. The government will consider responses demonstrating capability in only one of the above areas, but vendors demonstrating expertise and experience in multiple technical areas are more desirable. D. Responses: The electronic copy of responses is to be in Microsoft Word 2003, Microsoft Word 2007 or Adobe Acrobat 9 compatible format. A submission should include: A Capabilities Statement in the areas of performance described above, product description with examples of relevant past work experience, prior Department of Defense contracts, description of facility capability, and security clearances, if any. In addition, any information that demonstrates your expertise, experience, and thorough understanding of the areas of interest is desired.
