- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), and behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a purchase order on a noncompetitive, sole source basis to Gilberto Carmona, 54SR 11914 Gold Needle Way, Columbia, MD 21044-4504 to provide Professional Laboratory Support Services for the Experimental Medicine Section, division of Intramural Research, NIDCR. Mr. Carmona will provide the laboratory services designing and writing experimental protocols aimed at elucidating the effects of altered genetic expression of IA-2 and IA-2 on neuroendocrine alterations in knockout and transgenic mice in the Experimental Medicine Section of the Laboratory of Sensory Biology Branch, Intramural Research Program (IRP), NIDCR, NIH utilizing the most current technology available. The services to be performed are as follows: - The contractor will design and write experimental protocols involving knockout and transgenic mice - The contractor will be the principle person in the laboratory to genotype and breed our knockout and transgenic mice. The contractor will perform molecular biological assays to determine/measure changes in transcription factors and micro-RNAs. - Keep careful records of all experiments that will be performed. - Keep up with the literature on discoveries of new/novel micro-RNAs and designing primers for the micro-RNAs. - Help isolate beta cells from the pancreas of mice and studying the secretion of insulin, hormones and neurotransmitters - Provide support on immunological projects Sole Justification The sole source justification is based on the fact that Mr. Carmona has extensive expertise in designing and writing experimental protocols aimed at elucidating the effects of altered genetic expression of IA-2 and IA-2 in knockout and transgenic mice. Mr. Carmon is the laboratories leading expert in maintaining the animal colony as well as designing and running experiments using molecular biology, behavioral pharmacology and neuroscience techniques. Due to the continue need of these experiments it would be detrimental for a 3rd party to take over. The Period of Performance will be February 9, 2014 to February 9, 2015. The delivery point is The National Institutes of Health (NIH), National Institute of Dental and Craniofacial Research (NIDCR), Bethesda, MD. The North American Industry Classification system (NAICS) Code is 541720, Research and Development in the Social Sciences and Humanities, and is a small business set aside. The acquisition is being conducted under FAR part 13, Simplified Acquisition Procedures, therefore the requirements of FAR part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-72 (January 2014). Interested parties may identify their interest and capabilities in response to this synopsis by January 23, 2014 at 9:00am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct future competitive procurements.
