- J&A This notice of intent is to negotiate a CPFF, up to four (4) months, bridge extension with Lockheed Martin, under the authority of FAR 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirements. This bridge will provide time to transition current services and knowledge to the new contractor, Sotera, who was awarded the new contract on December 9, 2013. It will facilitate the continuation of current services without disruption to the program or the schedule during the transition. Interrupting the IT services and maintenance would decay user functionality and inhibit system continuity. Award to a source other than the incumbent at this time would result in unacceptable delays in fulfilling the Agency's rquirement. This notice of intent is not a request for competitive proposals, as a contract was awarded in December 2013. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition for this bridge period will be advantageous to the Government. Responses to this notice are due by 5pm January 39, 2014, and are to be sent to karen.king@ic.fbi.gov.
