- Sources Sought Market Survey - SOURCES SOUGHT SYNOPSIS - This synopsis is being posted to the Federal Business Opportunities (FBO) website located at https://www.fbo.gov. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. 1.0 Description 1.1 Naval Surface Warfare Center (NSWC) Crane in support of the EA-6B, EA-18G, P8-A, and CEASAR programs is seeking information in regards to contractor who can provide supplies under the following Federal Supply Codes (FSC); 1280, 1550, 1560, 1660, 1680, 1740, 2840, 3010, 3020, 3130, 3439, 4010, 4130, 4140, 4370, 4710, 4720, 4730, 4820, 4920, 5120, 5305, 5306, 5307, 5310, 5315, 5320, 5325, 5330, 5331, 5340, 5342, 5355, 5360, 5362, 5365, 5370, 5485, 5590, 5811, 5820, 5835, 5840, 5841, 5862, 5865, 5868, 5905, 5910, 5915, 5920, 5925, 5930, 5935, 5940, 5945, 5950, 5955, 5960, 5961, 5962, 5963, 5970, 5975, 5977, 5980, 5985, 5990, 5995, 5996, 5998, 5999, 6020, 6105, 6110, 6115, 6130, 6135, 6145, 6150, 6210, 6220, 6230, 6240, 6250, 6350, 6615, 6625, 6645, 6680, 6685, 6930, 7010, 7021, 7025, 7690, 9535, 9905. A complete list of items will be included as an attachment to this RFI. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Background Due to the need to provide supplies in support of the EA-6B, EA-18G, P8-A, and CEASAR programs, the Navy is looking for interested contractors who can provide supplies under the FSC codes identified in section 1.1 of this RFI. The Navy is considering issuing a Multiple Award Contract (MAC) to fulfill this requirement. A list of all items will be included as an attachment to this RFI. It's the Government's preference that all respondees be able to provide supplies in all FSC's, however, this may not be a realistic expectation. Ideally, the Government would like to find multiple contractors who can provide all of the items listed in the attachment. If a solicitation is issued at a later date, the Government's preference would be to compete each requirement among the awardees and issue job orders/delivery orders based on pre-established evaluation criteria. 3.0 Responses 3.1 Interested parties are requested to respond to this RFI with a white paper. 3.2 White papers in Microsoft Word for Office 2010 compatible format are due no later than 27 February 2014, 3:00 PM EST. Responses shall be limited to 5 pages and submitted via e-mail only to matt.burkett@navy.mil Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Submissions will be reviewed by NSWC Crane personnel. 3.3. Section 1 of the white paper shall provide administrative information, and shall include the following as a minimum: 3.3.1. Name, mailing address, phone number, and e-mail of designated point of contact. 3.3.2. What FSC codes you can support and which ones you can't support. 3.3.3. Is your company an authorized distributer for any of the items called out in the attachment to this RFI? 3.3.4. Information is requested as to the methods utilized to verify the authenticity of procured parts, in order to ensure the parts are new parts from the Original Equipment Manufacturer. 3.3.5. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. "Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. A small business concern for the purposes of this procurement is generally defined as a business, including its affiliates, with no more than 750 employees. Respondees are cautioned, however, that this is a general description only. Additional standards and conditions apply. Please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards. The FAR is available at http://www.farsite.hil.af.mil. 4.0 Industry Discussions NSWC Crane representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 5.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contract Specialist, email address. Verbal questions will NOT be accepted. Questions will be answered by submitting questions via email to the contract specialist matt.burkett@navy.mil; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after 27 February 2014 will be answered. 6.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide supplies called out on the attachment to this RFI. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
