- 8(a) Sources Sought: This is a sources sought announcement only seeking 8(a) vendor responses in order to determine continued participation in this acquisition. The Mission and Installation Contracting Command - Fort Eustis (MICC-EU) is seeking information from small business sources that can provide expertise and services to support the U.S. Army Transportation Center, Network Enterprise Center (NEC), at Fort Eustis, VA. The contractor shall deliver comprehensive, integrated, end-to-end Information Technology (IT) services that includes, but is not limited to; Network and Switch Operations, Systems Administration, Systems Integration and Testing, Configuration Management (hardware and software), Infrastructure Management, Network Administration, End-User Support and Training, Fielding of Hardware and Software, Quality Control, Installs, Moves, Adds, and Changes Support, Information and Network Security Services, Commercial Off-The-Shelf (COTS), Government Off-The-Shelf (GOTS), and Local Unique Software and Database Support. The contractor shall provide all personnel, supervision, and other items and non-personal services necessary to perform Information Technology Automation and Technical Support Services to NEC - Fort Eustis. The purpose of this contract is for the NEC to provide Command, Control, Communications, Computers, and Information Management (C4IM) baseline, enhanced baseline, and mission services at these locations: Fort Eustis, Fort Story and 720 Thimble Shoals Blvd, Suite 130, Newport News, VA 23606. In order to provide these services, automation support services for hardware, software, communications and networks are required. The Government has not determined the contract type or whether the requirement will be single or multiple awards. The Period of Performance shall be no more the 5 years (Phase-In Period (30-days), Base period (11 months), and four option years). This is a recompete of an existing Indefinite-Delivery Requirements type contract utilizing Firm Fixed Price task orders supporting the NEC. The current contract expires in 22 Sep 15. Incumbent is Bowhead Systems Management. Below is a summary of the tasks required: a. Network Operations. Contractor shall support the Network Government staff and perform a variety of network engineering tasks, which are broad in scope and focused on the design, implementation, testing, protection, and troubleshooting of the NEC - Fort Eustis intricate network infrastructure. b. Campus Area Network (CAN). The contractor shall provide support in the design, implementation, test, operation, maintenance and administration of the Local Area Network (LAN), Wide Area Network (WAN) and Synchronous Optical Network (SONET) comprising the CAN. The contractor shall provide support with the installation of the LAN/WAN/SONET and related equipment. All business critical components of the CAN shall be maintained on a 24-hour, 7-day a week basis. c. Backup Storage. Contractor shall support the Government staff and continue to support existing backup systems and off-site storage agreements at current levels. The contractor shall work with the Government to evaluate and improve current capabilities on an on-going basis. The contractor shall provide technical support for any failure of the backup systems, critical components, and mission critical user support. Contractor support shall be maintained on a 24-hour, 7-day a week on-call basis. d. World Wide Web (WWW) Server Support. The contractor shall support the Government Web Team to provide internet, intranet, portal, and web collaboration support in the areas of systems administration, web access, web page authoring, web portal design, and web application development. Web access shall be established via military Non-Classified Internet Protocol Router Network (NIPRNET) connectivity and other Government provided WANs connections. All accesses to sensitive defense information will utilize the SSL and will require user authentication utilizing the DoD Public Key Infrastructure (PKI). e. Data Center. The contractor shall support the Government in the operation and maintenance of the Data Center. The contractor shall maintain and operate the Data Center which houses the server farm, data communications center, core infrastructure components, and infrastructure wiring hubs. f. Public Key Infrastructure (PKI). The contractor shall comply with DOD and Army Guidance on implementing and supporting the DOD PKI Program. Tasks include ensuring User Based Enforcement and Machine Based Enforcement of the use of DOD approved smart cards and tokens for all network authentications by SAs and clients. Only the DOD Certification Authority and DOD approved External Certification Authorities will be trusted. All remote access shall require approved PKI smart cards, tokens, and certificates to include accesses to the VPN server, the LAN, and private web servers including portals. Contractor shall implement biometric support of existing CAC and ASCL tokens as mandated by DOD and the Army and take other actions which may result from Homeland Security Presidential Directive (HSPD) 12 and subsequent Federal Government mandates. g. Application Management and Development - NIPR/SIPR. Software Development Support. The contractor shall support the Government in bringing all web-based and/or other applications and processes developed for the installation together under one environment and continue to develop web-based and other applications as required to support NEC - Fort Eustis customers. The existing applications, such as the DA 638 (Military Awards Recommendation) shall be updated to include enhanced routing and tracking as it moves between various Fort Eustis components. This shall be done through the design, development, and deployment of electronic forms, electronic signature, workflow programs/applications and reporting. Army Enterprise Architecture Support. To promulgate Net-Centricity throughout the Army, the contractor shall provide analytical and technical writing support for developing guidance, information, and criteria. The contractor shall also help with the transition by performing assessments of progress, developing tools that facilitate Net-Centricity, and building transition plans for both Army programs and organizations. The contractor shall maintain technical documentation of the NEC - Fort Eustis IT infrastructure to include wiring diagrams for patch panels, detailed network diagrams, and other required documentation to ensure network knowledge can be passed on to the Government, other contractor employees or a follow-on contractor. Server/System Administration - NIPR/SIPR. The contractor shall support Government efforts to perform high-level systems analysis, evaluation, design, integration, documentation, and implementation of very complex applications. The contractor shall provide technical support for any critical system or server failure on a 24-hour, 7-day a week on-call basis. h. Systems Administration. Virtual Environment. The contractor shall support the Government in systems administration, with a primary focus of server virtualization. The contractor shall provide technical support for any critical failure of virtual systems or components on a 24-hour, 7-day a week basis. Exchange Support. The contractor shall provide technical support for any critical failures of the exchange environment, both unclassified and classified on a 24-hour, 7-day a week on-call basis. i. Active Directory Organizational Unit (OU) Administration. The contractor shall support the Government staff in systems engineering, as a portion of the Systems Administration work center, with a primary focus of Active Directory (AD) Organizational Unit (OU) administration. The contractor shall provide technical support for any critical failures of active directory and components on a 24-hour, 7-day a week on-call basis. j. Storage Administration. The contractor shall support the Government staff in storage administration, as a portion of the Enterprise Applications work center, with a primary focus of storage administration. The contractor shall provide technical support for any critical failure of the storage systems or components on a 24-hour, 7-day a week on-call basis. k. Database Administration. The contractor shall support the Government staff in Database Administration. The contractor shall administer the Microsoft SQL Server production and development databases, perform UNIX administration in support of SQL Database environment. The contractor shall provide technical support for any critical database failures on a 24-hour, 7-day a week on-call basis. l. Helpdesk/Desktop Technical Support. The contractor shall provide hands-on desk-side technical support for the NEC - Fort Eustis as required. Desktop support includes client hardware and software support. The contractor shall provide technical support for any critical user tickets on a 24-hour, 7-day a week on-call basis. Special Tasks. The positions listed below require a SECRET clearance and are considered mission essential. System Administrator (or equivalent) Systems Administrator, Level V: Contractor personnel shall have a minimum 6 years experience in analyzing, designing, configuration and troubleshooting systems. A minimum of 2 of these years must include specialized experience in planning, implementing, maintaining and supporting information systems with the Windows operating system to include Active Directory along with all other versions of mail Exchange. Contractor personnel shall be able to support Microsoft Windows and Microsoft Exchange Server; Domain Name Server, and World Wide Web Servers. Contractor personnel shall work independently to quickly and completely solve problems and may lead and direct the work of others. Systems Administrator, Level IV: Contractor personnel shall have a minimum of 4 years experience in analyzing, designing, configuration and troubleshooting systems. A minimum of 2 of these years must include specialized experience in planning, implementing, maintaining and supporting information systems with the Windows operating system to include Active Directory along with all other versions of mail Exchange. Contractor personnel shall be able to support Microsoft Windows operating systems and Microsoft Exchange Server; Domain Name Server, and World Wide Web Servers. Systems Administrator, Level III: Contractor personnel shall have a minimum of 3 years specialized experience in designing, configuring and troubleshooting Microsoft system problems relating to the Microsoft network environment, i.e., Network Protocol Router, Simple Mail Transfer Protocol (SMTP), TCP/IP, IPX), Microsoft Mail, Microsoft Windows operating systems to include Active Directory along with all other versions of mail Exchange, and server Architecture, Internetworking with Microsoft TCP/IP, Microsoft Exchange Server, and Domain Name Server. Must have experience in exercising systems to include managing and issuing passwords, establishing user and group accounts, and recommending and establishing file permission attributes. Network Engineering (or equivalent) Network Manager, Level V: Contractor personnel shall have at a minimum 8 years experience with all the following tasks: Perform network management responsibilities to include remote and onsite monitoring of system workloads, system hardware component installation, configuration and operation; Provide and implement recommendations on system changes and operational procedures needed to increase efficiency; Install, manage, maintain, and troubleshoot data network systems; including Asynchronous Transfer Mode (ATM), Gigabit Ethernet (GigE), switching, hubs, routing, protocols and LAN Emulation (LANE); Provide technical expertise and support to accomplish surveys, analysis, evaluations and resolutions pertaining to the performance and functionality of the backbone infrastructure; Provide rapid detection/resolution of failures/component errors, network/system operation, routine network software/hardware installation/replacement, network database backup/restore, audit trail and ID/password administration; and Maintain configuration management in the implementation of software upgrades. Contractor personnel shall have sufficient experience with Windows operating system to complete all referenced tasks, work independently to quickly and completely solve problems, and may lead and direct the work of others. Contractor personnel shall have sufficient experience with Windows operating system to complete all referenced tasks. Tier Two Service Desk (or equivalent) Computer Equipment Specialist, Level III: Contractor personnel shall have at a minimum 4 years experience installing networks, exercising network security to include determining network security requirements, establishing security protocols and procedures, and maintaining the network at the prescribed level of security. A minimum of 2 of those years must include specialized experience working in the Microsoft Windows environment to include Active Directory along with all other versions of mail Exchange. Contractor personnel shall have comprehensive knowledge of Microsoft Windows Server, Windows operating systems, Exchange Mail and Local Area Networks and 4 years of related experience. Contractor personnel shall have extensive knowledge of employer's microcomputer equipment, software, and related communication devices as well as a thorough understanding of the interrelationship between networking devices. Required to implement and troubleshoot all related equipment and software. Computer Equipment Specialist, Level II: Contractor personnel shall have comprehensive knowledge of Microsoft Windows Server, Windows operating systems, Exchange Mail, and Local Area Networks and 2 years of related experience. Contractor personnel shall have extensive knowledge of employer's microcomputer equipment, software, and related communication devices to include network devices, required to implement and troubleshoot all related equipment and software. Computer Equipment Specialist, Level I: Contractor personnel shall have the ability to provide technical assistance and training to system users: knowledge of systems operating software and environments and 1 to 2 years of related experience. Contractor personnel shall also have knowledge of microcomputer equipment and software. Troubleshoot wide area networks. Contractor personnel shall have knowledge of network devices such as hubs, switches, routers, CSUs/DSUs, etc. Information Assurance (or equivalent) The objective of Information Assurance (IA) function is to address the security of information and computing resources at all organizational levels. The functional area tasks will provide advice, studies, analysis, design and operational implementation resources support for information technology systems security. Examples of the type of tasks to be done include, but are not limited to: disaster recovery, continuity of operations, and contingency planning; computer security awareness training; computer security incident response; network security scanning, virus and intrusion detection, elimination, and prevention; penetration testing and protection consulting; catastrophic protection programs and drills support; computer security plan preparation; certification and accreditation of sensitive systems; quantitative risk analysis of large sensitive systems; security for small systems, telecommunications, and client servers; privacy issues, policies, practices and solutions; internet, intranet, systems and firewalls analysis; protections analysis and development/vulnerability analysis; and management decision support for security. The NEC - Fort Eustis requires personnel appointments for all Server Administration and Network Operations staff to IA workforce Technical Level II and all Desktop support positions at IA workforce Technical Level I. Training Brain Operations Center (TBOC) The TBOC ensures the Army and joint organizations are aware of and able to employ rapidly fielded counter- Improvised Explosive Device (IED) capabilities. The state-of-the-art center combines the operational focus of the DOD's lead counter-IED organization with the training resources and expertise of the Army's TRADOC command. TBOC is located at 720 Thimble Shoals Blvd, Newport News, VA. TBOC provides training to the Army, Navy, Air Force, and Marine Corps. The positions listed below require a TOP SECRET/SCI clearance and are considered mission essential. Network Manager, Level V (or equivalent): Contractor personnel shall have at a minimum 8 years experience with all the following tasks: Perform network management responsibilities to include remote and onsite monitoring of system workloads, system hardware component installation, configuration and operation; Provide and implement recommendations on system changes and operational procedures needed to increase efficiency; Install, manage, maintain, and troubleshoot data network systems; including ATM, GigE, switching, hubs, routing, protocols and LANE; Provide technical expertise and support to accomplish surveys, analysis, evaluations and resolutions pertaining to the performance and functionality of the backbone infrastructure; Provide rapid detection/resolution of failures/component errors, network/system operation, routine network software/hardware installation/replacement, network database backup/restore, audit trail and ID/password administration; and Maintain configuration management in the implementation of software upgrades. Contractor personnel shall have sufficient experience with Windows operating system to complete all referenced tasks; work independently to quickly and completely solve problems, and may lead and direct the work of others. Joint Deployment Training Center (JDTC) The positions listed below require a SECRET clearance and are considered mission essential. Lead JDTC System Administrator Level V (or equivalent): Contractor personnel shall provide JDTC IT leadership with recommendations on execution of IT mission, hardware configuration and sustainment of Global Command & Control System - Joint (GCCS-J), Common Operational Picture (COP), Integrated Intelligence and Imagery (I3), Joint Operation Planning and Execution System (JOPES) and Joint Capabilities Requirements Manager (JCRM) server suites and classroom clients, to include Mobile Training Team (MTT) support and virtual campus operations. Contractor personnel shall provide lead SysAd's Project Management support for all GCCS-J, COP, I3, JOPES and JCRM related hardware, software and configuration changes, modification, implementation and upgrades. Contractor personnel shall attend IT related meetings, teleconferences and VTCs when applicable to GCCS-J, COP, I3, JOPES and JCRM operations. Contractor personnel shall not exercise any Governmental discretion by obligating JDTC or by entering into agreements with organizations. Contractor personnel shall oversee Cross-Matrix of GCCS-J, COP, I3, JOPES and JCRM SysAds to ensure they are knowledgeable on all mission suites and class support environments. This position shall assign, monitor and prioritize other SysAds workload and tasks as needed to effectively and efficiently support requirements. Contractor personnel shall analyze, design, configure, and build GCCS-J, COP, I3, JOPES and JCRM suites and operational system clients. Contractor personnel shall develop for Government approval, deliver, and support GCCS-J, JOPES, and JCRM IT systems and services supporting JDTC curriculum development and delivery to the Joint Staff, Combatant Commands (COCOMs), Services, joint and service exercises, DoD agencies, and Professional Military Education institutions. Contractor personnel shall have extensive knowledge of GCCS-J, JOPES and JCRM IT principles, concepts, and methods, including GCCS-J, JOPES and JCRM IT infrastructure, acquisition, data storage, software applications, internet, intranet, extranet, portal services, web services and networking to aid in delivering training and education across the entire Joint Planning and Execution Community via MTT. Contractor personnel shall coordinate, configure, manage, and submit required documentation, and ports and protocol requirements to support MTT remote course instructions. JDTC Network Technician Level IV (or equivalent): Contractor personnel shall support JDTC's Network, Audio-Visual (A/V), Video Teleconference (VTC), networked Signage, and cable/fiber infrastructure. Contractor personnel shall perform network management, to include remote and onsite monitoring of system workloads, system hardware component installation, configuration and operation. Contractor personnel shall have knowledge of audio-visual/video teleconference design, configuration and operations. Contractor personnel shall provide and implement recommendations on system changes and operational procedures needed to increase efficiency. Contractor personnel shall install, manage/maintain, and troubleshoot data network systems; including ATM, GigE, switching, hubs, routing, protocols, and LANE. Contractor personnel shall provide technical expertise and support to accomplish surveys, analyses, evaluations, and resolutions pertaining to the performance and functionality of the backbone infrastructure. Contractor personnel shall provide rapid detection/resolution of failures/component errors, network/system operation, routine network software/hardware installation/replacement, network database backup/restore, audit trail, and ID/password administration. Contractor personnel shall maintain configuration management in the implementation of software upgrades. Contractor personnel shall manage local Communications Security (COMSEC) hardware and required local rekeys and/or Over-The-Air Rekey (OTAR). Contractor personnel shall have sufficient experience with Windows operating system to complete all referenced tasks of test and operations network, VTC, and signage systems. Video Teleconference (VTC) Operator Contractor personnel shall have knowledge of video teleconferencing equipment and 1 year of related experience. The contractor personnel shall manage the scheduling of all TRADOC Video Teleconferences as part of the Defense Information Systems Agency (DISA) Video Systems Global (DVS-G). VTC Network Engineer V (or equivalent) Contractor personnel shall have at a minimum 6 years experience. Maintain a current SEC+ and CCNA certification and perform following tasks: Hands-on configuration, deployment, testing and troubleshooting of Aruba wireless networks; Design, architect, diagnose, configure, troubleshoot, install and upgrade wireless networking systems and peripheral devices; Configure, maintain, monitor and troubleshoot HP/H3C 5000 series multilayer switches; Install new hardware, systems and applicable software; Manage all system back-ups, restoral and disaster recovery for network components; Maintain configuration management in the implementation of software upgrades and device configurations. Contractor personnel shall have in depth knowledge of OSI model, routed and routing protocols and knowledge of access control lists; and Installing, managing/maintaining, and troubleshooting data network systems including: Gigabit Ethernet (GigE), switching, hubs, routing, and protocols. Thin Client Support Contractor personnel shall provide Operations and Maintenance (O&M) for the Thin Client/VDI solution deployed at Fort Eustis supporting TRADOC operations on both NIPRNET and SIPRNET to include Lexmark Printing solution print servers and related hardware. Thin Client Senior Systems Engineer V (or equivalent): Contractor personnel shall have at a minimum 8 years experience. Contractor personnel shall be certified in VMware Certified Professional 4 Desktop (VCP4-DT) and VMware Certified Professional on Vsphere 4 (VCP4). Knowledge of VNX & Nexus is desirable but not mandatory. Thin Client Desktop Engineer IV (or equivalent): Contractor personnel shall have at a minimum 6 years experience. Contractor personnel shall be certified in VCP4-DT and VMware Certified Professional on VCP4. IT Project Management Services Contractor personnel assigned to IT Project Management Services receive tasks from the RARS, directly from the NEC managers, or from contractor personnel in other areas. Contractor personnel assigned to IT Project Management Services shall create a RARS ticket for any work received directly from an onsite manager or other contractor personnel by the first business day after the work is received. Contractor personnel shall have a minimum of 6 years experience in studying, designing, engineering, constructing, installing, surveying and performing quality control of telecommunications equipment, systems, and facilities. A minimum of 2 years of this experience must include performing engineering studies involving equipment, applications, or theoretical analyses. Contractor personnel shall interact with co-workers, NEC, Civilian Engineering Division (CED) employees, vendors, the Telephone Operations Division Chief and his/her appointed representatives to obtain and disseminate information, advise on projects, coordinate activities, complete projects within time and budget constraints, and provide assistance. Contractor personnel shall have the ability to analyze information and draw valid conclusions, develop and maintain interpersonal relations, research and conduct studies to identify the most appropriate course of action, perform mathematical procedures including algebra, calculus, and logarithms, read and understand written technical materials, perform detailed work with a high degree of accuracy, learn new techniques and apply them to work assignments, and manage human and material resources. The designated NAICS Code is 541513, Computer Facilities Management Services; size standard is $25.5M. Small business is advised that FAR 52.219-14, Limitations on Subcontracting, would apply wherein at least 50 percent of the work must be performed by the small business prime contractor alone. Your brief capabilities statement package (no more than 15 pages, single spaced, 11 minimum font size) demonstrating ability to perform the services listed above. A generic capability statement is not acceptable. Please review carefully the requirements listed below. This documentation must address, at a minimum, the following: (1) company profile to include number of employees, annual revenue history (last 3 years), office location(s), DUNS/CAGE Code number, and a statement regarding current business status; (2) prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the services described herein; (3) resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of such personnel, and the ability to have personnel located at Fort Eustis, VA; (4) management approach to staffing this effort with qualified personnel; (5) statement regarding capability to obtain the required industrial security clearances for personnel; (6) company's ability to begin performance upon contract award; and (7) provide any other applicable comments or recommendations not addressed in the foregoing.
