Description
Draft SOW This sources sought announcement is for market research, information and planning purposes only; it is not to be construed as a commitment by the Government to issue a solicitation or award a contract. A contract may not be awarded as a result of this sources sought announcement. The Department of Education, Federal Student Aid may procure Technology Office Support Services using 100% 8(a) small business set-aside competitive procedures and is requesting capability packages from qualified 8(a) firms. All capability packages are due 12:00PM EST Tuesday, January 21, 2014 NO EXCEPTIONS. If at least two qualified 8(a) small business concerns are determined by the Government to be capable of performing this requirement based on the evaluation of the capability packages, the requirement may be solicited as a 100% set-aside for qualified 8(a) small business concerns. Only qualified 8(a) small businesses are requested to submit capability packages. Interested small business concerns that are qualified 8(a) small business concerns under NAICS code 541513 with a size standard of $25 Million are requested to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the Statement of Work (SOW). Capability packages must not exceed 7 pages and must be submitted electronically via email to the POC. Please review this announcement and the attached SOW carefully and submit a capability package in accordance with the instructions in this announcement if your company is interested in this requirement. The government will not be responding to questions at this time. Please provide your company's name, point of contact (POC), address, phone number, cage code, and business size under the above NAICS code to the POC for this procurement Elijah Gross at elijah.gross@ed.gov. A Time and Materials (T&M) type contract is anticipated. The anticipated period of performance will be for one (1) Base Year and four (4) Option Years. Small business concerns are to outline their experiences in the following are: 1) Data Center Service Management Support, 2) Data Center Operations Management Support, 3) Data Center Application Management Support, 4) Data Center Network Management Support, 5) IT Security Management Support, 6) Project Management Support, and 7) Other Technical IT Service Support. Areas or tasks where a contractor does not have prior experience should be annotated as such. In addition, the following questions must be answered and discussed as part of the package: (1) Describe your company's experience and your employee's expertise in providing IT support services in the 7 areas listed above (or, failing such experience, in a substantially similar function). (2) Past Performance - Provide relevant past performance within the last three years (include contract numbers, contract type, dollar value of each procurement, point of contacts, and a brief description of the work performed). (3) Financial Capability - Acknowledge that your firm is financially stable enough to provide support services to the government over a 5 year period. Contractors are responsible for all costs for submitting their capability packages. The POC for this requirement is Elijah Gross, at elijah.gross@ed.gov. All capability packages must be submitted to the POC by 12:00PM EST, Tuesday, January 21, 2014.
