- RFQ This solicitation is a Sole Source Procurement The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, VWB LLC PO BOX 1449 Priest River, ID 83856, under the authority of FAR 13.106(b)(1)(i) VWB LLC is the only Wetland Mitigation Bank that serves the project area for certified wetland credits. The project area is located on an approximately 0.6 mile section of Grangemont Road between Orofino, ID and Pierce, ID, in the vicinity of milepost (MP) 19. All responsible offerors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Firm Fixed Price Request for Quotation (RFQ), No. DTFH7014Q00009, being issued by the Federal Highway Administration (FHWA) Acquisitions Department for Wetland Mitigation Credits This solicitation is prepared in accordance with FAR Part 12, the acquisition of commercial items in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-72. The North American Industry Classification System (NAICS) code is 115112 with an industry size standard of $7.0 Million. A responsible quoter is one whose offer conforms to the solicitation and will be most advantageous to the Government. See Clause 52.212-2 below, for evaluation criteria.
