- Sources Sought-National Training to Psychiatrists in HIV/AIDS Notice of Sources Sought This is not a solicitation announcement. This is a sources sought synopsis seeking responses from Small Businesses, Large and Non Profit Businesses. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources relative to work mentioned below. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), is soliciting proposals on a sole source basis to provide national training to psychologists and technical assistance to expert psychologist trainers in HIV/AIDS, for psychologists who directly provide services and care for people with and affected by HIV/AIDS. These activities increase the ability of psychologists to respond effectively and improve psychological services for individuals with and affected by HIV/AIDS through the Mental Health Care Provider Education in HIV/AIDS (MHCPE) Program for Psychologists. The anticipated period of performance for this contract is a base period of 12-months, plus four (4) 12-month option periods. The purpose of this contract is to provide training and education to psychologists, who directly provide services and care for people with and affected by HIV/AIDS, prioritizing the areas of highest HIV/AIDS prevalence nationwide and areas with emerging needs. Providing training to approximately 1000 trainees per year, under this contract, tasks include comprehensive education and training to psychologists, technical assistance to expert trainers, expanding of the number of trainers, training materials update, use of the CMHS Ethics and HIV/AIDS Curriculum, and data reporting. Training and education to psychologists across the country includes development and use of a cadre of psychologist expert trainers in HIV/AIDS, engaging psychologists as expert trainers and trainees, provision of ‘trainer-training', in-person training, training by psychologists through virtual training methods (i.e., webinar), and providing access to continuing education (CE) credits. The contractor provides data reporting using the SAMHSA/CMHS OMB-approved MHCPE Participant Feedback Forms to evaluate training, with training satisfaction required on average 90% satisfactory. Aggregate reporting is submitted quarterly in the SAMHSA electronic data collection system. Phase-in of virtual methods occurs for 75% of participants. The in-person base of 1000 persons reduces in each year: Base Year, in-person 500, virtual 350 (total 850), Option Year One, in-person 400, virtual 550 (total 950), and for Option Years Two, Three and Four, 250 in-person and 750 virtual (Total 1000). The training and education of psychologists in psychological services and HIV/AIDS supports the goals of the National HIV/AIDS Strategy by increasing access to care, reducing disparities in care, as well as reducing the number of HIV infections. Interested parties having the capabilities necessary to perform the stated requirements may submit capability statements, proposal or quotation which may be considered by the agency. Responses are due on January 23, 2014. After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published in the Federal Business Opportunities. Any size business can to respond to this source sought. Response to this notice shall include company name, address, point of contact, size of business and North American Industrial Classification Codes (NAICS) that apply to your company. This is not a request for proposal and in no way obligates the Government to award any contract.
