There is no requirements Matrix associated with this RFI. Apologize for the confusion. _____________________________________ A document containing Questions and Answers received to date is provided on 8 Jan 2014. _____________________________________ This RFI is issued for the purpose of understanding the range of services available for transforming PowerBuilder software to a JAVA code base in support of transitioning Naval Tactical Command Support System (NTCSS) to an Open Architecture (OA) web-based and/or Services Oriented Architecture (SOA) based Automated Information System to replace the current client server based NTCSS. NTCSS provides the unit commanding officer of ships, submarines, aviation squadrons, and intermediate maintenance (afloat and ashore) activities the ability to manage: ship/aircraft maintenance, parts inventory, finances, tech manuals and drawings, and personnel nformation. In order for NTCSS to meet future Navy and Department of Defense (DoD) requirements, NTCSS must transition from a client-server architecture to a modern and sustainable Open Architecture (OA). OA in this context can include web-based and/or SOA based application functionality. The current In-Service NTCSS system continues to incur increased maintenance and operational risk due to information assurance vulnerabilities with an aging baseline as well as expanding technology gaps with modern OA based systems. Transitioning to an OA environment will allow for better utilization of resources and improve reliability, reusability, and reduce overall total ownership cost. Responses are requested no later than 13 January 2014 at 13:00 PDT.
