Description
T-1A Aircraft Avionics Upgrade Request for Information FBO: FA8106-14-T1A-AvUpgrade-RFI This is a Request for Information (RFI) only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). "RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract..." This is not a solicitation/request for proposal and no contract shall be resultant from this RFI. There is no solicitation package available at this time. All interested parties should send company and/or descriptive literature along with responses to the following questions and any comments or questions to Mr. Hugh Young, e-mail Hugh.Young@us.af.mil or mail to address: AFLCMC/WLKLA, 3001 Staff Drive, STE 1AF1-104A, Tinker AFB, OK 73145-3020. All responses should be received NLT 3:00 PM CST 14 February 2014. All questions and comments must be in writing - no telephone calls will be accepted. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. Background The T-1A is a Commercial Derivative Aircraft of the Hawker Beechcraft 400A (Jayhawk) and is FAR Part 25 certified (Type Certificate Data Sheet A16SW). The aircraft is used to train Air Force Pilots and Combat Systems Officers (CSO). The USAF has 178 active T-1A aircraft at the following bases: Vance AFB, Randolph AFB, Laughlin AFB, Columbus AFB and NAS Pensacola. 21 aircraft have been designated as CSO training aircraft and have been modified to meet mission requirements.. The T-1A is supported by 16 simulators, which are stationed at each base. Description: The North American Industrial Classification System (NAICS) code is 336413, size standard 1,000 employees. Major logistics elements will address, but are not limited to, provide solutions to sustain the T-1A through CY2035. Solutions should address, at a minimum; obsolete cockpit avionics, rough order of magnitude pricing and delivery schedule/capabilities. All aircraft modifications will require Federal Aviation Administration (FAA) certification at a part 145 repair station. Avionics: The T-1A currently utilizes a ProLine 2/4 avionics suite which is experiencing obsolescence in no less than three known systems. The USG is conducting market research to interface the aircraft with a modern avionics suite replacement to maintain current capabilities and ensure flight operations at all times, in all civil and military airspace (National Airspace System [NAS]). The T-1A currently utilizes the ARINC 429 data bus and the Collins APS-85 autopilot. The solution must mitigate/eliminate DMSMS issues throughout the projected service life of CY2035. Minimum avionics capability required: a. GPS b. Dual EFIS c. 3-axis autopilot with coupled approach capability d. Dual Independent Flight Directors (integrated with auto pilot) e. Transponder f. Traffic Alert and Collision Avoidance System II g. Radar Altimeter h. Digital 24-hr Clock (pilot/co-pilot) i. WX Radar (color) j. Flight Management System capability k. Dual radios (VHF and UHF) l. VOR / ILS m. TACAN n. DME o. ADF p. Rendezvous Training Equipment (air-to-air TACAN used in current aircraft configuration) q. Ground Proximity Warning System r. ADS-B out (1090 ES) s. Stand-by Instrumentation (Attitude, Altimeter, Airspeed, and Magnetic Compass) t. Accelerometer u. Angle of Attack Indication/Display v. Intercom (all crew locations) w. Crash Survivable Flight Data Recorder (CSFDR) (maintain current system) Current and near term obsolescence issues: Model Description a. MFD-871T Multifunction Display b. AHC-85E Attitude Heading Computer c. ALT-55B Radio Altimeter d. ALI-55 Radio Altimeter Indicator e. TTR-920 TCAS Computer f. RTU-870T Radio Tuning Unit g. TDR-94D Transponder Set - Mode S h. DAU-650 Data Acquisition Unit i. DAU-651 Data Acquisition Unit j. FDU-70 Flux Detector Services Questions: 1.) Identify if you are a small or large business 2.) What teaming arrangements, if any, do you anticipate would be established for this modification? 3.) Can your company/team provide a complete avionics upgrade to include FAA certification on the T-1A? 4.) How many prototypes will you require for certification? 5.) How long do you anticipate the modification and certification to take? 6.) What is your proposed aircraft throughput per month/year for accomplishing modification of the 178 aircraft fleet? 7.) Can you provide solutions for the 16 simulators in order to maintain current configuration? 8.) What is included in your baseline avionics package and what items are considered options? 9.) Do you anticipate any problems associated with integration and the wiring harnesses on this aging aircraft? 10.) Has your company performed avionics suite replacements on other similar airframes? 11.) Do you have published Reliability, Availability, and Maintainability standards for the individual avionics suite components? Potential Industry Day: The government may conduct an industry day to field questions from potential sources which provide a relevant CDP. The receipt of the CDP is to be considered a request to attend the Industry Day, if the USG determines it to be necessary. The government will not provide any compensation for travel to or from this informational meeting, or any other costs associated with the attendance. The date/location of this meeting will be provided to those respondents who provide data related to the subject of this RFI.
