Description
Naval Air Systems Command (NAVAIR) intends to negotiate and award a contract to BARCO Federal Systems LLC, Duluth, GA for the procurement of ACIS hardware, including associated program management for United States Navy (USN) E-2C aircraft. The contract will consist of a twelve (12) month base year and one (1) twelve (12) month option year. The proposed contract is for the supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source', based on substantial duplication of costs to the Government that are not expected to be recovered through competition for the supplies or services to be procured. The E-2C Hawkeye Program Office is leveraging work completed under a Taiwan integrated logistics support (ILS) effort for their E-2C ACIS RFD-251 Indicator Assembly including documentation (technical publications, maintenance plan, and drawings), qualification testing results, and developmental testing information. As such, substantial savings can be achieved by the Government by eliminating significant non-recurring engineering (NRE) costs associated with development, product qualification and testing. Accordingly, BARCO is the only known qualified, responsible source that can fulfill the requirements specified herein. Interested persons may identify their interest and capability to respond to the requirement. All responses received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete these proposed contracts based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
