- The Product Manager, Air Traffic Control Systems (PM ATC) seeks information, comments and suggestions from Government or industry vendors interested for potential procurement and installation of a commercial off-the-shelf (COTS) system with minimal non-recurring engineering (NRE) efforts. The intent of the RFI is to gauge overall industry interest and capabilities. This notice is not a request for proposals. The Government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. The requested information is for planning and market research purposes only and will not be publicly released. The current AN/TPN-67 Fixed Based Precision Approach Radar (FBPAR) is a self contained, fixed location Precision Approach Radar (PAR) system that provides Air Traffic Service (ATS) at designated airfields. Configuration of the FBPAR equipment is such that the operation is from a remote location. The equipment consists of a rotatable X-band dual-phased array antenna group; an electronics and maintenance shelter with an uninterruptable power supply, a backup generator, and a remote Ground Control Approach (GCA) multimode display and radar control station. The FBPAR is a track-while-scan system with a one second update rate providing tracking of over 75 targets. It has moving target detection (MTD) signal processing, adaptive clutter and STC (sensitivity time control) maps, and frequency agility. The FBPAR pedestal rotates the antenna for coverage of up to six runway positions. Online performance monitoring and alignment software automatically monitors and optimizes system performance. Automatic and manual fault isolation software identifies components requiring repair, with failed component's identity and location presented graphically. General The information providers are requested to respond in contractor format to the following requests. In responding to this RFI, please adhere to the numbering and areas of concentration. The responder is encouraged to consolidate repetitive information for ease of understanding and brevity. A cross-reference of the requested items in the response should be provided. 1. Provide a brief description of your company's expertise involving Air Traffic Control (ATC) systems, to include but not limited to, radar sensors. 2.Provide a brief description of your company's expertise involving engineering design, development, test, installation, maintenance, and obsolesce mitigation of Precision Approach Radars (PAR). 3.Provide information on life-cycle maintenance of the proposed COTS radar. 4.Provide information on reliability, maintainability and availability (RAM) of your current system. 5.Provide a description and examples of maintenance and operation manuals and technical data packages, both printed and digital. 6.Provide information and reports on the proposed radar's previous military standards qualifications and testing to include; environmental, electromagnetic, information assurance, transportation, and frequency authorizations, allocations, and certifications. 7.Identify the commercial and military sales history including dates, customers and quantities of the proposed radar. If the customer prefers to remain anonymous, please list as quote mark Other quote mark. 8.Provide information on your existing production capabilities and facilities with your ability to increase production rates. 9.Provide a description of your company's most complex project which is similar to this project. Focus on overall management, and mitigation of identified risk factors. 10.Describe your ability to provide a field demonstration of your proposed system at each of the following locations: the factory site; an existing installation; and a CONUS Army airfield proposed by the Government. The Government will not subsidize transportation or operational costs, but will provide a suitable area on the selected Army airfield to setup. Technical 1.Describe the qualifications of your engineering staff with experience in the design, modification and retrofit of PAR systems. 2.Describe your company's experience with field service representatives and engineering technical support of PAR systems. 3.Describe your company's experience with modifications to include incorporation of Military Standards (MIL STD). 4. Describe your company's method of configuration management for baseline changes and management of multiple configurations. 5.Describe your company's experience with Quality Assurance Testing during production. 6.Describe your company's experience Customer Acceptance Testing. 7.Describe your company's experience with planning and conducting retrofits of ATC systems. 8.Describe your company's experience in developing and updating Technical Data Packages (TDP). Describe your company's policy in providing TDPs (including Software) to the Government. 9.Describe your company's process for tracking program risks and mitigation steps utilized on past contracts that reduced risks to an acceptable level. 10.Describe your experience in re-designing existing hardware components to meet specific form, fit, and minimal function requirements. 11.What is your company's experience with partnering with industry to incorporate third-party software into your products? 12.Describe integrated product teams (IPT) concept for initial radar installation, ongoing procurements and engineering services. 13.List any classified or export controlled hardware or software for the proposed radar. 14.List any proprietary hardware or software for the proposed radar and allowable access by the Government and its contractors. 15.Describe any currently planned technology upgrades to improve performance or reliability of the proposed radar. 16.Built-in Test (BIT)/Built-in Test Equipment (BITE) capabilities and fault isolation. 17.Provide information (including analysis and test reports) on the proposed radar's performance in clear, rain, and clutter environments. Logistics 1.Describe your company's standard approach for storage of systems while they are awaiting retrofit or shipment. 2.Describe your company's experience or approach for system warranty coverage. 3.Describe your company's experience in the safe packaging and handling of ATC systems. 4.Describe your company's ability to provide timely, predictable and reliable supply of items to meet normal, increased, and surge retrofit requirements. 5.Describe your company's experience with requesting, tracking, and storage of Government Furnished Equipment, Government Furnished Information. 6.Describe your company's past involvement with Department of Defense logistics requirements and discuss your success record in meeting those requirements on previous DoD contracts. 7.For the above retrofit activity, describe where your company would perform the retrofit and how many major retrofits could be performed concurrently. 8.Provide a description of your companies experience with PAR system maintenance, publications updates, provisioning capabilities, receipt and transmission of technical data, development of training packages, and support equipment (maintenance equipment, automatic test equipment, calibration equipment etc.). 9.Provide details of obsolesce identification and mitigation techniques to maintain the proposed radar through 2040.
