Description
NASA/DFRC has identified an over & above (O&A) requirement to remove and replace various corroded engine outlet guide vanes; and blend additional compressor section blades on the four (4) each Pratt & Whitney JT9D-7J Shuttle Carrier Aircraft (SCA) engines (S/Ns: 662413, 625798, 662478, and 662935) currently undergoing teardown, evaluation, and repair under contract NND13AD21P. Completion of the O&A requirement(s) are required in-order to recertify the airworthiness of the engines to be utilized as spares for the Stratospheric Observatory for Infrared Astronomy (SOFIA) Program. The original contract inadvertently did not address the O&A requirement(s) at the time of award. NASA/DFRC intends to purchase the O&A services directly from Aircraft Demolition, LLC/Pulsar Aviation as they are the Contractor currently performing the teardown, evaluation, and repair of the engines for NASA DFRC. Authority for the requirement is 10 USC 2304(c) (1) and FAR 6.302-1 (a) (2) Only one responsible source.Justification is based upon the following facts: 1.Aircraft Demolition, LLC/Pulsar Aviation was competitively awarded the contract to perform the teardown, evaluation, and engine repair services under contract NND13AD21P. The to-be-determined (TBD) O&A requirement was known at the time of award (and considered to be within the General scope of work) but was inadvertently excluded from the contract schedule at the time of award. 2.Aircraft Demolition, LLC/Pulsar Aviation is in the middle of completing the teardown, evaluation, and repair on the aircraft engines. Recompeting the engine assessment (including the O&A requirement) at this stage of the procurement cycle would be impractical as this would delay completion of the current work and require substantial additional time and cost not expected to be recovered through competition. Based upon the above, utilization of any other service provider in-lieu of Aircraft Demolition, LLC/Pulsar Aviation for these services would likely result in: a) substantial duplication of cost to the Government that is not expected to be recovered through competition; and b) unacceptable delays in fulfilling the agencys requirements. These reasons justify procuring the required services exclusively from Aircraft Demolition, LLC/Pulsar Aviation. <p> The Government intends to acquire a commercial item using FAR Part 12. <p> Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on ___01/16/2014______. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. <p> Oral communications are not acceptable in response to this notice. <p> All responsible sources may submit an offer which shall be considered by the agency. <p> NASA Clause 1852.215-84, Ombudsman, is applicable.
