- This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. Solicitation number N00164-14-R-GR55 will be issued as a request for proposals as a 100% small business set-aside. It is anticipated that the solicitation will be published to the Government Point of Entry (this website, listed below) on or about 31 January 2014, and anticipate that proposal(s) will be due by no later than 3:00 PM (EST) 14 March 2014. The Naval Surface Warfare Center, Crane Division has a requirement for the manufacture of AN/SPS-48E Arrays and chokes. The units procured under this requirement shall be manufactured in accordance with the Statement of Work (SOW), Specifications, CDRLs and Technical Drawings. The contractor facility shall be located within a four hour drive time, one way to NSWC Crane, 300 Hwy 361, Crane, Indiana 47522 CLINs are listed below. CLIN 0001 - First Article manufacture of 30 Arrays (15 Odd - 15 Even) CLIN 0002 - First Article manufacture of 94 Chokes CLIN 0003 - Array manufacture, Min 30 Max 540 CLIN 0004 - Choke manufacture, Min 94 Max 2820 CLIN 0005 - Delivery of data as required by Data Item Numbers A001 thru A003. The CLIN will be Not-Separately-Priced (NSP). A 5-year Firm Fixed Price, Indefinite Delivery-Indefinite Quantity contract is anticipated. Final inspection and acceptance will be at destination by a team consisting of NSWC Crane technical employees. The First Article will be subject to Government and Contractor testing at the contractor facility. Array RF testing and Load Installation will be performed at the Government's facility, with arrays being returned to the contractor upon completion. First Article units, 30 Arrays (15 Even - 15 Odd), 94 Chokes will be required 180 days after contract award and will be included as part of the production quantity. The Government intends to award to the responsible contractor whose offer represents the best value to the Government considering Technical, Past Performance, and Price Related factors. Due to the nature of this procurement; which requires multiple in-process Government inspections during the manufacture of AN/SPS-48E Arrays and Chokes, it would not be in the best interest of the Government to have one contractor perform the Array manufacture and another perform the Choke manufacture. As a result, the Government intends to award a Single Award Contract. The Contractor must be registered in the System for Award Management (SAM), located at http://www.sam.gov. The documents are limited distribution (Distribution D) and will not be made available unless approval is granted. Interested contractors must be registered in SAM and the Joint Certification Program (JCP) in order to receive access. Information about the JCP is located at http://www.dlis.dla.mil/jcp. The solicitation will be available for download on or about 31 JAN 2014. Interested parties can download the solicitation from the two websites listed above, for no hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation to be considered. Furthermore, each interested vendor shall monitor the FBO website for amendments that may be issued to this solicitation. Closing date will be on or about 14 MAR 2014. When the solicitation is available, all responsible parties may submit a proposal for this procurement which will be considered by the Government. This is not a Request for Proposal.
