- The NAVSUP Fleet Logistics Center (FLC) Norfolk, Norfolk, VA 23511-3392 intends to negotiate a 100% small business set-aside Indefinite Delivery Requirements-type contract with Firm Fixed Price provisions for personal property support services for packing, containerization, and local drayage of Direct Procurement Method (DPM) personal property shipments in the state of Maryland as required by NAVSUP FLC Norfolk, Supply Management Department, Annapolis, MD. The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 “ Acquisition of Commercial Items, FAR Subpart 13.5 “ Test Program for Certain Commercial items, and FAR Subpart 19.5 “ Set Asides for Small Business. This requirement is a follow-on effort to contracts N00189-09-D-0022, currently being performed by Aarid Enterprise Corporation, N00189-09-D-0023, currently being performed by District Moving, Companies, Inc., and N00189-09-D-0024, currently being performed by Matthew Moving Company, Inc. The requirement for personal property support services will consist of a one-year base period of performance that will commence on 1 March 2014 and conclude on 31 December 2014, and include option provisions to incorporate four-year option period thereafter that would conclude on 31 December 2018. The North American Industry Classification System (NAICS) code for this acquisition is 484210, Facilities Support Services, and the Size Standard is $25.5 Million. A complete Request for Quote package will be available for downloading at the following websites: http://www.neco.navy.mil, www.fbo.gov. on or about 16 January 2014. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the Offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the Systems for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
