- Or on about 10 January 2014, Naval Facilities Engineering and Expeditionary Warfare Center (EXWC), Port Hueneme, CA intends to issue a Request for Proposal (RFP) under solicitation number N39430-14-R-1405 for a Global Petroleum, Oil and Lubricants Fuel Systems construction services at various locations worldwide. The closing date for receipt of proposals will be indicated on the solicitation. This acquisition will be solicited on an unrestricted basis, subject to the small business reserve described on the next paragraph. The North American Industry Classification System (NAICS) is 237120, Oils and Gas Pipelines and Related Structures Construction with a Size Standard of $33,500,000. The Government intends to award a Global Petroleum Oil and Lubricants (GPOL) Indefinite Delivery/Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) Multiple Award Construction Contract (MACC). The maximum value of all of the orders that may be placed during all of the ordering periods under all of the contracts awarded hereunder is $800,000,000. The minimum guaranteed amount is $25,000 to each contractor for the life of each contract. The purpose of the GPOL MACC is to provide Sustainment, Restoration and Modernization (SRM) and Clean, Inspect and Repair (CIR) for POL systems at various locations worldwide. The work entails design, engineering, inspection, testing, and construction of POL fuel systems, their various components and all aspects of POL project execution. The government anticipates awarding approximately six (6) IDIQ contracts under the MACC, with three (3) of the contracts reserved for small business firms. Task orders will be FFP and generally within the value range of $500,000 to $12,000,000. Task orders estimated at a value of $1,000,000 or less to be performed within the 50 United States will be limited to the reserve small business MACC holders only. If less than two reserved Small Business MACC holders respond to the limited request for task order proposal (RFTOP), a new RFTOP will be solicited from all MACC holders. Large business concerns are required to submit a subcontracting plan prior to award of the contract. The Government may award this contract to more than one contractor. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation. The contract term will be a base period of one year plus four option years. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue to continue performance for an additional period up to six months under the Option to Extend Services clause. This contract will replace the current contract for similar services awarded in July 2009. The total maximum value of the current contract is $350M over the 5 year life of the contract. Information about the current contract and the incumbent contractors (e.g., value of contracts, firm names, addresses, etc.) will be included in the solicitation package. Request under the Freedom of Information Act are not required for this information. The solicitation will utilized source selection procedures in accordance with FAR part 15, (Best Value/Tradeoff process), which required offerors to submit a technical proposal; corporate experience, management approach, key personnel, project execution approach, safety, small business, past performance; and a price proposal for evaluation by the Government. Offerors shall submit with their offer a bid bond of $3,000,000 or 20% of the amount for Davis Bacon Act (DBA) work. When issued, the solicitation will be available in electronic media only and can be download free of charge via the Internet World Wide Web at http://www.fbo.gov under pre-solicitation notice N39430-14-R-1405. There will be no paper copies of the solicitation issued. Amendment will be posted on the Federal Business Opportunity (Fedbizopps). An organized site visit has been scheduled for 30 January 2014, 10:30 AM (ET) at Marine Corps Air Station, Beaufort, South Carolina. The Solicitation Seed Project (Attachment 7) will contain all the site visit information and instructions for base access. This will be the only method of distribution; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. Offerors must be registered in System for Award Management (SAM) at http://www.sam.gov in order to participate in this procurement.
