Description
Draft request for quotation (RFQ) and draft statement of objectives (SOO) The U.S. Department of Commerce (DOC), Office of Acquisition Management (OAM), Commerce Acquisition Solutions Division (CASD) is issuing this sources sought synopsis / request for information (RFI) for expert advice to the First Responder Network Authority (FirstNet) leadership team that is developing the business plan for FirstNet's wireless nationwide public safety network (NPSBN). If you are interested in providing the required services, then email wthuman@doc.gov a capability statement that details your company's experience, expertise, knowledge, credentials (of key personnel), and other information that illustrates capability to deliver the required services. Responders must include an introductory statement identifying whether it or any of the individuals the company will propose to perform any the work associated with the contemplated work has a possible organizational conflicts of interest (OCI). For example, offerors must disclose whether they, or any individual(s) proposed by an offeror, has previously performed work for a commercial telecommunications carrier to identify strategies for how a commercial telecommunications carrier could potentially maximize secondary access to the FN NPSBN and its unused capacity. Responders are also placed on notice that it if receives an award, it and the individuals it assigns to perform the work may be precluded from future FirstNet contract awards if a duly authorized Contracting Officer (CO) determines that performance under the Contract with FirstNet presents an OCI or an appearance of an OCI under Federal Acquisition Regulation Subpart 9.5. FirstNet was created by Public Law 112-96 to take all actions necessary to design, build, deploy and operate a NPSBN and for this mission was provided significant funding and a valuable nationwide spectrum license. The contemplated work includes assessing strategies to make most effective use of excess network capacity in potential covered leasing agreements (CLAs) or other arrangements with possible partners, including commercial carriers or other entities that would provide those partners access to network capacity on the FirstNet network on a secondary basis. It also includes assessing FirstNet's potential pricing and fee strategies for providing services. FirstNet is seeking to develop optimal structures for CLAs or other arrangements with outside entities that could provide financial or in-kind support for the construction and operation of the NPSBN in exchange for access to network capacity on a secondary basis. Such agreements could benefit the network's financial strength and ability to provide services to first responders. FirstNet is seeking nationally recognized financial expertise on asset valuation, partnership arrangements, and pricing of services to provide advice in assessing alternative business strategies. The work assigned under an award would require complex analysis from the awardee since the value of secondary private access to the FN NPSBN's unused capacity may vary from across different commercial carriers, regions, and partnership models. Similarly, FirstNet's pricing strategy is an important business consideration. Awardee would be required to identify and analyze major alternative strategies, propose a variety of scenarios based on their expertise, and then advise and assist the FN Senior Managers with decisions that will best meet the goals established by FN to create a robust NPSBN for public safety users.
