- The following proposed contract action is for soliciting interest in a Multiple Award Task Order Contract (MATOC). The contracts will be awarded as firm-fixed-price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract IDIQ contract for repairs, renovations, and alterations to facilities and utilities belonging to the NIST campus, Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD 20899. This procurement will result in the award of one Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract, awarded to multiple contractors. The task orders will be issued (rotated) to each subsequent contractor. Sollicitation # NB193000-14-00983 Sollicitation Title : General IDIQ contract for repairs, renovations, and alterations to facilities and utilities NAICS Code: 238210 Construction Magnitude: Up to $5,000,000. NIST (National Institute of Standards and Technology) is seeking a capable construction firm to provide the services noted above on the NIST Gaithersburg, MD Campus. This is a Sources Sought ONLY not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. Based on the capability statement's received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB SDB, WOSB, HUB Zone, and VOSB and SDVOSB) are encouraged to respond to this notice. NIST is seeking an Electrical Contractor with the following capacity and experience within their respective disciplines as listed below: 1. Work including building and laboratory construction and modification as well as installation of laboratory equipment and associated facility services. 2. The types of work that may be required (but are not limited to) of the contractor are as follows: Electrical • Install, or modify, electrical branch circuits from 120 volt single phase up to 208 volt three phase, utilizing EMT, rigid conduit, and wiremold raceway systems. • Install 277/480 Volt service. • Install transformers, panel boards, motors, and various other electrical equipment and devices. • Trouble shoot, identify, and repair electrical faults and problems. • Install lighting (120 V to 277 V), including re-lamping and ballast replacement. • Work from building plans, blueprints, wiring diagrams, engineering drawings, and electrical O&M manuals to plan and lay out the routing, placement type, size, gauge, balance, load, continuity, and safe operation of electrical lines, circuits, systems, equipment, and controls. • Install life safety systems, including fire alarm (Simplex), exhaust fan/fume hood interlock, gas monitoring, and laser safety interlock systems. • Install exterior power distribution systems, with concrete duct banks. • Electrical maintenance/repair of street lights, transformers, switchgear, panel boards, and distribution systems. • Electrical Work - Electrical power and distribution, Uninterruptible Power Systems, Generators, lighting, alarms, gas monitoring systems, Direct Digital Controls, Simplex Fire Alarm, and communication systems. Note: All work must be performed in accordance with industry, NIST, and OSHA standards, The National Electric Code (NFPA 70, current edition), and NFPA 70E, Standard for Electrical Safety in the Workplace, current edition. All Lock out/tag out procedures must be followed at all times. All workers must have the appropriate personal protective equipment (PPE). General Notes: • Most tasks will be performed in and around occupied areas performing scientific/research experiments where vibration, noise, outages of utilities, and disturbances to the physical environment may hinder the ability of the Government to perform required activities. All activities must be planned, scheduled and posted for a minimum of two weeks, unless prior authorization is given by the CO, prior to the activity beginning. Certain activities may have to be performed outside of normal business hours. In this event, overtime rates would be applicable. Specific Contractor Experience criteria being sought: 1. The contractor shall have general purpose new construction experience in the last three years with minimum of two projects with a project scope in the range of $250k -$1.5M with multiple trades listed in the general requirements section above. 2. The contractor shall have general purpose laboratory renovation experience in the last three years with minimum of two projects with a project scope in the range of $100k -$750k with multiple trades listed in the general requirements section above. Laboratory experience shall be in a Federal, State, or commercial facility. High school laboratories shall not be considered. Interested, capable construction service contractor (parties) shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: (a) Technical discussion of Contractor ability to perform the type of services described above; (b) Name of Company-include a contact person's name, telephone number, and email address; (c) Company Address; (d) Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone Small Business) or other; (e) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (f) Describe projects experience and past performance with similar types of requirements of similar scope and magnitude and whether they were design/bid/build or design/build (with contract number, Government agency or private company, name and address and contract funded amount, provide a list of design criteria for the project(s), number or RFIs and change orders issued on the construction contract based on construction documents.) (h) Identify existing or potential pricing structure in support of this type of work by subcontractors; list subcontractors and technical qualifications being supplied to the prime contractor. (i) Identify qualifications of technical and management personnel; and (j) Identify and clearly mark any proprietary processes or data. NOTE: Reply to this source sought shall not exceed 10 pages and shall be emailed to the Contract Specialist at Joe.Nguyen@NIST.Gov NOTE: All vendors need to be registered in CCR for contract award. www.sam.gov Once the results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may solicit a competitive procurement and subsequently award a multiple award IDIQ contract.
