Description
The following proposed contract action is for soliciting interest in a Multiple Award Task Order Contract (MATOC). The contracts will be awarded as firm-fixed-price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract IDIQ contract for roof replacements and repairs to facilities belonging to the NIST campus, Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD 20899. This procurement will result in the award of one Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract, awarded to multiple contractors. Sollicitation # NB193000-14-00989 Sollicitation Title : Roofing IDIQ contract for roof replacements and repairs to facilities NAICS Code: 238160 Construction Magnitude: Up to $5,000,000 annually. NIST (National Institute of Standards and Technology) is seeking a capable roofing contractor to provide the services noted above on the NIST Gaithersburg, MD Campus. This is a Sources Sought ONLY, not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. Based on the capability statement's received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB SDB, WOSB, HUB Zone, and VOSB and SDVOSB) are encouraged to respond to this notice. NIST is seeking a Roofing Contractor with the following capacity and experience as listed below: 1. Total roofing replacement of an existing roofing system, with new built-up roofs, of at least 30,000 SF minimum, including replacing insulation, flashing, coping and/or edge metal, scuppers, and roof drains. 2. Total roofing replacement of an existing roofing system on a Manufacturing, Medical, or Laboratory type building which houses specialized scientific tools, equipment, and/or instrumentation and has specific ancillary components such as fume hoods, exhaust vents, and air scrubber vents. Laboratory experience shall be in a Federal, State, or commercial facility. High school laboratories shall not be considered. 3. The contractor shall have roofing construction experience in the last three years with a minimum of two projects with a project cost of $300k or greater. 4. The types of roofing work that may be required (but are not limited to) of the contractor are as follows: • Remove existing built-up roof with gravel topping down to existing deck • Install new tapered insulation and new multi-ply built-up roof • Install new edge metal and flashing • Replace or repair existing roof drains • Repair existing EPDM and TPO single ply roof systems • Repair existing built-up roof with gravel topping • All work shall be in compliance with Federal, State, and Local requirements, as well as the current editions of the International Building Code (IBC), American Society of Civil Engineers Standard 7 - Minimum Design Loads for Buildings and Other Structures (ASCE 7), and Factory Mutual (FM) Design Standards and Performance Requirements. Interested, capable roofing contractors shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: (a) Technical discussion of Contractor ability to perform the type of services described above; (b) Name of Company, contact person's name, telephone number, and email address; (c) Company Address; (d) Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone Small Business) or other; (e) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (f) Describe project experience and past performance with similar types of requirements, scope and magnitude as described in items 1., 2., and 3. above and whether they were design/bid/build or design/build. Include a contract number, owner, project name and address, and contract funded amount. (h) Identify existing or potential pricing structure in support of this type of work; (i) Identify qualifications of key personnel; and (j) Identify and clearly mark any proprietary processes or data. NOTE: Reply to this source sought shall not exceed 10 pages and shall be emailed to the Contract Specialist at Joe.Nguyen@NIST.Gov NOTE: All vendors need to be registered in CCR for contract award. www.sam.gov Once the results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may solicit a competitive procurement and subsequently award a multiple award IDIQ contract.
