- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. sole source to datamill,llc,weatherford, tx, cage code 4ua41. the proposed acquisition will result in a new firm fixed price contract for the purchase of a license for use of the repair center/launcher database management system. the contract will consist of a one-year base contract with a period of performance 1 march 2014 - 28 feb 2015, plus four one year option periods, ending 31 march 2019. the base period of the contract will be funded with fiscal year 2014 missile procurement, army (mipa) funds, along with funding from the us marine corps. the life cycle launcher support (lcls) team of the precision fires rocket and missile system (pfrms) logistics division utilizes repaircenter as a standard logistics database for those items which fall under the performance based logistics (pbl) contract. pfrms refers to repaircenter as the launcher database management system (ldms). repaircenter/ldms provides lifecycle tracking data that enables timely, cost-effective modifications and repair for weapon systems. it utilizes client/server architecture and encompasses standard logistics and information management processes for all aspects of an operations system, including: stock control and distribution, maintenance data collection, shipping/receiving, calibration status, and system status reporting. repaircenter's wide range of capabilities enhances system management. this action is authorized under the provisions of section 4202 of the clinger-cohen act of 1996, as implemented by federal acquisition regulation (far) 13.501(a) (ii), the test program for commercial items. the proposed award is to be made to datamill, llc, weatherford, tx,cage code 4ua41. datamill is the database which provides numerous support capabilities for the himars and the m270a1 launchers. pfrms logistics division must maintain continuous visibility of high cost repairable spares and requires both rapid and traceable shipment of serviceable spares to deployed units and return of unserviceable items for repair to ensure continued readiness of the overseas contingency operations deployed fleet as well as support non deployed units. a database change would disrupt the continuous visibility of spares, and impact readiness. This is not a request for competive proposals. no contract will be awarded on the basis of offers received in response to this notice. Determination by the government not to compete this proposed contract based on this notice is soley within the discretion of the government.
