- This special notice is to provide a DRAFT requirement for the Department of Homeland Security (DHS), Office of Procurement Operations (OPO) in support of the Domestic Nuclear Detection Office (DNDO) and other authorized users for Basic Handheld Radioisotope Identification Systems. OPO intends to release a solicitation for competitive Indefinite Delivery/Indefinite Quantity (IDIQ) contract(s). The anticipated acquisition strategy for this requirement is full and open competition under FAR Part 12, resulting in one or more Firm-Fixed Price (FFP) IDIQ's being awarded with a one-year base and four one-year options. An Industry Day Teleconference is to be held on January 14, 2014. Notification for this event was originally released on December 19, 2013 as a Special Notice under Solicitation Number: DNDOBASIC. Registration for this event is now CLOSED. The purpose of the draft release and the Industry Day Teleconference is to initiate early exchange of information with industry to identify and resolve concerns regarding the acquisition process of procuring Basic Handheld Radioisotope Identification System. This shall also improve understanding of the Government's requirements and industry capabilities, thereby allowing potential offerors to judge whether or not they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality supplies and services at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The Contracting Officer requests that any question or comments about the draft requirements be submitted by email to the Contracting Officer at lori.lawson@hq.dhs.gov as soon as possible. This draft requirements document is provided to assist prospective offerors in the planning and development of proposals for future submission pending release of the Request for Proposal (RFP). The information in this draft is subject to change prior to release of the final RFP. This special notice is for planning purposes only and does not commit the Government to any contractual agreement. The Government will not award a purchase order or contract based upon vendor responses to this special notice.
