Description
Solicitation The Defense Logistics Agency (DLA), Disposition Services is a Primary Level Field Activity (PLFA). The primary mission of the DLA, Disposition Services is to dispose of Department of Defense (DoD) excess and surplus personal property generated by the military services. This is accomplished through reutilization to other DoD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the general public, or ultimate disposal through abandonment or destruction. DLA, Disposition Services is headquartered in Battle Creek, Michigan. Removal of Fluids, Batteries and/or Refrigerants from equipment located CONUS Wide, Hawaii, and Alaska. When ordered the contractor shall remove fluids, batteries and/or refrigerants from equipment identified by the COR and transfer fluids to UN approved, DOT shippable containers to be provided by the contractor as part of the service. Examples of equipment requiring these services include, but are not limited to engines, maintenance platforms, lift trailers, jacks, generators, electrical shop equipment, spray units, trucks, cargo trailers, forks lifts, tractors, gas turbines etc. The amount of fluids to be drained per an individual piece of equipment could range anywhere from less than 1 gallon/pound up to 20 gallons. The Contractor shall mark, label and palletize all containers/batteries in accordance with all Federal, State and local regulations. The unit of issue for these services is per hour (HR), which is to include all required labor, equipment, container costs, repackaging, recycling/disposal of refrigerants if applicable, and any/all other costs to provide the required service. Disposal of drained fluids, batteries and/or refrigerants are not included under the services of this contract. The contractor agrees that his personnel and equipment are subject to safety inspections by Government personnel while on Federal property. Equipment/vehicles containing like fluids, including but not limited to, oil, antifreeze, fuel, may be collected in the same approved UN container. Mixing/comingling of differing types of fluids (oil and antifreeze) within the same approved UN container, regardless of hazard class is forbidden. Contractor will ensure that contaminants are not introduced to drained containerized fluids. Drained fluids/batteries will be palletized and staged in an area specified by the COR at the end of each workday or at completion of task at all sites. The UN containers in which fluids are collected must be closed except when fluids are being added.
