- Intelligence/Operation Data Broker Contracting Office: Department of the Air Force, Air Force Material Command (AFMC), Air Force Research Laboratory (AFRL), Rome Research Site (RRS), Information Directorate. AFRL has a requirement focusing on enabling the Air Force mission to perform Research and Development (R&D) and Operations and Maintenance (O&M) under an AFRL, Rome Research Site, RIE Division, Rome, NY contract. 1.1 The scope of this effort will include systems engineering, research, software development, integration, management, requirements definition, analysis, familiarization, documentation, security, testing, training, deploying, sustaining, system operation and administration. The Intelligence/Operations Data Broker is a Research & Development (R&D) Technology effort that will support the Warfighter by developing, enhancing, deploying, and sustaining advanced web-based services/applications for data access, collection, and dissemination, providing relevant timely and trusted information from multiple disparate sources to decision makers, providing more dynamic situational awareness. The Information for Operational and Tactical Analysis (IOTA) software will make up the primary software to be addressed under this source selection. Key acquisition areas include: data visualization, multi-source data integration, browser-based access, web publishing, and data brokering technologies. Over the life of the contract, effort involving the research, enhancement, and deployment within the following areas is anticipated: Web-based software technology, software virtualization, data visualization, database mining, disparate data sources, multi-source data integration, web publishing, browser-based access, and data sources from multiple security domains. IOTA applications operate in both the Top Secret/SCI and Secret level environments. Department of Defense (DoD) Information Assurance Certification and Accreditation Process (DIACAP), and AF Network Integration Center (AFNIC) certification are required for each baseline. In addition, system engineering practices, Configuration Management and life cycle management processes will be assessed. The current environment includes Windows, Cold Fusion, LINUX, Postgres, and Oracle. The IOTA suite of tools provides web services and Web-based applications to access, share, and manage mission and intelligence data throughout the enterprise. Currently fielded or developmental applications within the IOTA tool suite currently include: MISREP Analysis Tool (MAT) - Automates AOC Intelligence Surveillance and Reconnaissance Division (ISRD) Analysis, Correlation, and Fusion (ACF) processes for managing post-strike mission report data for tactical and operational assessment. ISR Assessment Tool (IAT) - Automates AOC ISRD Product Exploitation and Dissemination (PED) processes for managing ISR post mission summary data for tactical and operational assessment. EW Mission Tracker (EWMT) - Automates AOC Electric Warfare Coordination Cell (EWCC) workflow and tracking processes for requesting EW resources and, in conjunction with MAT, automates processes for tactical and operational mission assessment of EW missions. Close Air Support Mission Analysis Tool (CASMAT) - Automates workflow and tracking processes for requesting pre-planned CAS missions and, in conjunction with MAT, automates processes for tactical and operational mission assessment of CAS missions. IOTA Information Services (IOTA IS) - Provides access to Intelligence Data Sources through web services. Non-Traditional ISR Information Services (NTISR IS) - Provides dissemination of collected non-traditional ISR data throughout the AOC enterprise, and also makes data available to DCGS. J-Series Message Services (JSMS) - Collects Link 16 tactical data link J-Series message data, associates it to mission information, and makes it available throughout the AOC enterprise for search or ingest by other C2 or ISR applications. Anticipated deliverables include software including other advanced C2&ISR applications/information services, hardware and technical documentation. This procurement is a Performance-Based Services Acquisition (PBSA). An indefinite-delivery, indefinite-quantity, cost-plus-fixed-fee (completion) type contract is contemplated with a scoped ordering period of 60 months. Taking into consideration the real world events currently unfolding, we presently contemplate the maximum ordering amount to be approximately $24,300,000.00 for this 60 month ordering period. Foreign participation is excluded at the prime contractor level. Foreign allied participation at the prime contractor level shall not be permitted for this effort. Historically IOTA software development has been accomplished within AFRL facilities on Government owned equipment. This will not be the approach for this effort. Development will be in a contractor facility(s) on contractor owned equipment. Since this is a departure from the current setup, we anticipate a transition period for a maximum of ninety (90) days. Please note testing will still be conducted in the government facility. The successful contractor may receive and/or generate technical data subject to export control in the performance of the contract. Therefore, prospective offerors must provide a completed and approved DD Form 2345 which certifies the offeror is on the Certified Contractors Access List (CCAL) or the offeror is seeking application to CCAL. The successful offeror must have a completed and approved DD Form 2345 prior to award. It is the sole responsibility of the contractor to obtain an export control license from the U.S. Department of State and to comply with the federal laws and regulations. Questions concerning the International Traffix in Arms Regulations (ITAR) and export licensing must be directed to the U.S. Department of State's Directorate of Defense Trade Controls and not the Air Force Program Manager, Contracting Office, or Air Force Foreign Disclosure Office. The services software constitutes an unclassified baseline. The current application baseline (MAT, IAT, etc.) is classified at the Secret level. Development activities will need to accommodate maintaining code baselines in different security domains. This work requires a Top Secret facility clearance, a Secret level processing and safeguarding capability and approximately ten (10) cleared personnel. A minimum of Secret clearances will be required for this effort; with at least two (2) Top Secret Sensitive Compartmented Information security clearances for performance at time of award. Needed cleared personnel during performance should be clearly discussed in the proposal. The number of personnel will depend on the contractor's approach. In reference to the Intelligence/Operations Data Broker effort, information can be obtained by contacting Government Program Manager, Ms. Linda Lehman, at (315) 330-4150, who will forward a copy of the unclassified portion of the read library. Data contained within the read library is subject to export control restrictions. Access to IOTA tools source code is available at AFRL/RIEBB, Rome, NY location only. A Secret security clearance is required to review the classified documentation and source code. Please contact Ms. Lehman five (5) business days in advance to arrange a time to review the code. Prior to access being granted, or copies of the Intelligence/Operations Data Broker read library to be mailed, potential offerors must submit a copy of an approved DD Form 2345, Militarily Critical Technical Data Agreement, (may be obtained at http://www.dlis.dla.mil/default.asp ) which certifies the respondent is on the Certified Contractor Access List (CCAL) along with a letter from the Data Custodian designated on that form, authorizing access by whomever will be reviewing the library or source code. Responses to this Sources Sought are requested from small businesses and will be used for market research purposes and possible set-aside. Should the determination be made to select this as a small business set-aside, another notice will be posted reflecting such. The North American Industry Classification System (NAICS) code for this acquisition is 541512 and the size standard for small business is average annual receipts of $25M. Respondents to this announcement should indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business, or historically black college or university (HBCU) or minority institution (MI) (as defined by the clause at DFARS 252.226-7000). As discussed in FAR 15.502(b), in making small business set-asides, there must be a reasonable expectation that offers will be obtained from at least two responsible small business concerns and award will be made at fair market prices. For the R&D work there must also be a reasonable expectation of obtaining the best scientific and technological sources consistent with the demands of the proposed acquisition for the best mix of cost, performance, and schedules. The same considerations apply to any Historically Black College or University (HBCU)/Minority Institution (MI) set-aside. Therefore responses should provide a statement of capabilities and information demonstrating management and technical experience on similar acquisitions and resources necessary to successfully compete for this award. This information will assist the Air Force in make a set-aside decision. Please reference question number with each response. 1. To be considered capable, respondents must demonstrate knowledge/expertise in the following areas: a) Information for Operational and Tactical Analysis Suite of Applications software. b) Technologies, to include: web-based software technology, multi-source data integration, relational and object oriented databases, browser-based access, software virtualization, data visualization, data brokering, web publishing, and thin client optimized video streaming technologies. c) COTS technologies to include: Windows, Adobe Cold Fusion, Oracle, Postgres, and Linux. These form the backbone of the IOTA COTS framework. d) DoD Information Assurance Certification and Accreditation Process (DIACAP), and AF Network Integration Center (AFNIC) certification and accreditation. e) System Engineering practices and organization, to include Configuration Management, and life cycle management processes. f) Geographic and Functional Air Operations Center (AOC) functional and operational processes and data environments. g) Familiarity with USMTF, Link 16, Air Operation Center Community of Interest, XML, HTML, Joint Tactical Air Request, MISREP, Post Mission Summary, NITF, MPEG, and JPEG message and data standards. 2. How many Secret and TS/SCI cleared personnel are currently available, and explain how your company will fill the Secret and TS/SCI positions. 11. Provide information on at least 3 contracts for similar work within the past 5 years. Include complete references, contract titles, dollar values, points of contact and telephone numbers. The Government will evaluate relevant experience information based on (1) information provided by the respondent, (2) information obtained from the references provided by the respondent, and/or (3) data independently obtained from other Government and commercial sources. In accordance with AFFARS 5301.91, an Ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting with an Ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer, Lori Anquilli at 315-330-4367, Lori.Anguilli@us.af.mil, for resolution. AFFARS Clause 5352.201-9101 Ombudsman (NOV 2012) will be incorporated into the resultant contract. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the Ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The Ombudsman may refer the party to another official who can resolve the concern. Consulting an Ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
