- This is a Notice of Intent to Sole Source. The United States Citizenship and Immigration Services (USCIS) Office of Contracting, on behalf of the Document Management Division (DMD), plan to negotiate a sole-source contract with General Dynamics Information Technology (GDIT) for Card Personalization System Technology Refreshment (CPSTR) workstations and production operations at the Lee Summit Facility (LPF) in Missouri and provide continued system sustainment /upgrades for the Corbin Production Facility (CPF) influencing the overall USCIS production capacity. The CPSTR is USCIS' only standard Permanent Resident Card (PRC) and Employment Authorization Document (EAD) card processing system with fully integrated software/logistic support that meets the requirement. Currently, GDIT is maintaining and operating the CPSTR system at the USCIS CPF in Corbin, Kentucky. An additional Second Full Service Production Facility is required to ensure compliance with the Department of Homeland Security Continuity of Operations Policy (COOP) capability and increase USCIS' production capacity to produce PRC and EAD cards. GDIT designed the underlying CPSTR system in USCIS' CPF to include the application software, encoding and all drivers within the separate workstations that comprise of the complete system, tying all components together. GDIT is the sole manufacturer of the CPSTR system, and the Government does not possess a detailed Technical Data Package (TDP) for this item. Therefore, the CPSTR LPF acquisition will be a contract for the development and production of CPSTR system and support equipment, additional component hardware, and sustainment of a highly specialized card production system. The proposed action will provide a second production site, identical to CPF, to ensure a stable production line, thus lowering program risk. The statutory authority for other than full and open competition is 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully perform the effort may submit a response that shall be considered by the agency. The resultant contract will be a five-year, Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract.
