- This is a notice of intent to award a sole source and not a request for proposals. The U.S. Department of State, Office of International Programs ( OCE and EB/OMA) intends to solicit a proposal and enter into a contract with Haver Analytics, 60 East 42nd Street, New York, NY 10165 under the authority of FAR 13.106 (b). The intent is to award a year long order for International Macroeconomic Data Software, maintenance, and support. No solicitation document exists and no telephone inquiries will be accepted. This is a notice of intent and not a request for Expressions of Interest (EOIs), proposals, or quotations. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice; however, any firm that believes they have capabilities to provide this requirement may give written notification to the Contracting Officer at brownholmescd@state.gov. All comments received before 1:00 p.m. ET January 08, 2014 will be considered. NOTE: Justification and Approval (J&A) for Other than Full and Open Competition: 1. (U) The Office Of Acquisition Management is conducting this acquistion for International Macroeconomic Data Services on behalf of OCE and EB/OMA. 2. (U) Nature and/or description of action being approved: Access to and arrangement, analysis,, presentation, aggregation, and organization of international macroeconomic database financial information. 3. (U) A description of supplies or services required to meet the Deparment's needs: Data tools that provide a comprehensive range of seasonally adjusted macreconomic data streams and organization of the data in clear, logical, and graphical manner. The estimated cost is $63,000/yr. 4. (U) An identification of the statutory authority permitting other than full and open competion: Services Reform Act of 2003 (41 U.S.C 428a) 5. (U) A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of authority cited. (REDACTED) 6. (U) A description of effeorts made to ensure that offers are solicited from as many potential sources as is practicable: OCE and EB/OMA completed market research and state that they found no other sources to provide the service requested by Haver. 7. (U) A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonanable: The Contracting Officer will make a fair and reasonable price determination based on market research, comparison of previous purchase prices found reasonable, or a comparison with similiar items in related industry. 8. (U) A description of the market survey conducted and the results or a statement of the reasons a market survey was not conducted: (REDACTED) 9. (U) Any other facts supporting the use of other than full and open competition.(REDACTED) 10. (U) A listing of sources, if any, that expressed, in writing, an interest in the acquisition. N/A 11. (U) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
