Sources Sought for Tutoring Services The Department of Veterans Affairs, Veterans Benefits Administration, is soliciting a service requirement to establish an Open Market Blanket Purchase Agreement (BPA) for Tutoring Services to Eligible Chapter 31 Vocational Rehabilitation & Employment disabled Veterans under the Department of Veterans Affairs Vocational Rehabilitation Program (Chapter 31). The BPA duration will be for five (5) years and the Contracting Officer will ensure that each BPA is reviewed at least annually. The anticipated effective date is: 2-3-2014 through 2-2-2019. The Department of Veterans Affairs, Veterans Benefits Administration, is seeking the potential source of a Service-Disabled, Veteran-Owned Small Business, a Veteran-Owned Small Business (and all other socio-economic categories) to provide tutoring services for the Southern Area Veterans Benefits Administration, Vocational & Rehabilitation Education Departments in Montgomery AL., Pensacola, FL., Fort Walton Beach FL., Daleville, FL., Mobile, AL., Huntsville, AL., and Birmingham, AL. The Government will accept bids from all bidders that qualify under NACIS code 611691. The size standard is $7.0 million. The Contractor shall provide all inclusive tutoring services which cover transportation, lodging, books, supplies, equipment, or any other expenses associated with the provision of the tutoring services. The Contractor will be required to provide tutoring at the college level in a wide variety of subjects including, but not limited to low to high levels of Mathematics, English, Writing courses, Statistics, Economics courses, Biological Sciences, Anatomy, Physiology courses, Chemistry and Physics courses, miscellaneous Business courses, all College Level Math Courses, Accounting Courses, Discrete Mathematics, College Level Prep Math, College Level Prep Algebra, Intermediate Algebra, College Algebra, Trigonometry, Business Calculus, Pre-Calculus, Calculus I, Calculus II, Calculus III, Statistics, and Differential Equations, Trigonometry, College Level English, Composition and Research Assistance, College Prep Writing, College Prep Reading, English Composition I, English Composition II, Basic Math, any Education Courses, ABE Courses, & any Microsoft Courses, Botany, Biology, Microbiology, Zoology, Anatomy, Physiology, Physics classes, Language Arts Classes C++, Java, Oracle/SQL, Visual Basic, HTML, Instructional Technology. Services provided shall be in accordance with the specifications and requirements in the solicitation. The government reserves the right to make multiple awards on a competitive basis to provide tutoring services. The resultant Request for Proposals, as well as any subsequent award, is subject to the applicable terms and conditions set forth under Federal Acquisition Regulations Part 13. Pricing for services will not exceed the ceiling prices negotiated. MULTIPLE AWARDS: Since experience has demonstrated that one contractor cannot provide a guarantee to meet our needs, it is our intention to make multiple awards with a possible restriction on the number of awards made. In some instances, it is possible that a contractor's tutoring services may not be utilized at all. The VA will order tutoring services, on an as-needed basis. Orders will be rotated between qualified tutors in the area where the Veteran resides. Performance and availability will be critical factors in obtaining orders. The VA shall award new BPA Holders during the duration of the five (5) year agreement if a need exists. The Government anticipates to award on or about 2/3/2014. Responses to this notice should include the following: name and address of company/provider; business size; socio-economic category, if any; if services are on a Federal Supply Schedule; firm's experience in providing tutoring services which demonstrates firm's ability to meet the above requirement, in strict accordance with applicable rules and regulations. Prospective contractors must be registered with SAM prior to award of any contract. The Government intends to award a Firm-Fixed Price Open Market Blanket Purchase Agreement (BPA) for tutoring services.
