- Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract with SANS Institute, 8120 Woodmont Avenue Suite 205, Bethesda Maryland 20814-2784. The requirement is for a curriculum that provides training and preparation in Intrusion Detection In-Depth (SEC503), Hacker Techniques, Exploits & Incident Handling (SEC504), Securing Windows and Resisting Malware (SEC505), Network Penetration Testing and Ethical Hacking (SEC560), Auditing Networks, Perimeters, and Systems (AUD507), Advanced Computer Forensic Analysis and Incident Response (FOR508) to support the 255S, Information Protection Technician (Cyber Security Technicians) Warrant MOS. Training must cover all objectives required to prepare students for associated Global Information Assurance Certification (GIAC) certification exams (GCWIN, GCIA, GCIH, GSNA, GPEN, and GCFA). The training packages must include testing and retest attempts for up to 40 students for each of the required certifications. The training package must include: all required print material: distance learning course access for each course (required for advance studies): SEC401OnDemand and GSEC exam access for up to 60 students. The training support package shall provide advanced technical information security expertise and knowledge not readily available in the US Army training inventory. This program shall prepare candidates for the emerging cyberspace-workforce specialty areas and the knowledge and expertise to utilize various tools to defend, monitor, detect, analyze, audit, and mitigate threats to the Global Information Grid (GIG) and LANDWARNET. Training shall focus on defending tactical thru strategic networks, wired and wireless telecommunications systems, and networks (enterprise-wide) at all echelons of cyberspace (terrestrial, air, and satellite) in support of US Army, Joint, Combined, and Coalition operations worldwide. Period of Performance shall consist of a 12-month period.The NAICS code is 511199. The authority for this non-competitive award is 10 USC 2304(c) (1), Only one responsible Source. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 11:00 a.m. on 10 January 2014, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
