- US Transportation Command Acquisition (USTRANSCOM) on behalf of SDDC 834th US Army Transportation Battalion (834th Trans Bn), Concord California, intends to award a sole source contract under the authority FAR 6.302-1, "Other Than Full and Open Competition - one responsible source". USTRANSCOM plans to award a "bridge contract" via a modification to Contract W81GYE-09-D-0009. The contract period shall be from 7 February 2014 through 6 August 2014. Awarding a contract to another source would result in unacceptable delays/gaps in service during the time required to issue a new competitive contract. It is the Government's intent to compete and award a new contract within the six (6) month period of performance. The North American Industry Classification System (NAICS) code for this requirement is 488320 with a Size Standard of $35.5 million. The current contract with Marine Terminals Corporation, covers S&RTS requirements for handling of Department of Defense (DoD) sponsored export and import cargo for the SDDC 834th Trans BN to include vessel loading, vessel discharging, receipt of cargo, disposition of cargo, stuffing/unstuffing of cargo, intra-terminal transfer of cargo,onward movement of cargo and management expertise at operational areas of Ports of Concord, Oakland, Naval Station Ventura County (Port Hueneme), and San Diego, California. This "bridge contract" will be awarded via a modification to contract W81GYE-09-D-0009 with the incumbent contractor, Marine Terminals Corporation, 2001 John S Gibson Blvd FL2, San Pedro CA 90731-1507. There will be no change to the requirement of the contract. The propose "bridge contract" will be for six (6) months. This will provide for the continuation of current services while the follow-on requirement is solicited and awarded on a competitive basis. THIS NOTICE IS NOT A FORMAL SOLICITATION. THIS NOTICE IS NOT CONSIDERED A REQUEST FOR PROPOSAL (RFP). NO SOLICITATION DOCUMENT IS AVAILABLE AND TELEPHONE REQUEST WILL NOT BE HONORED. ANY RESPONSE TO THIS NOTICE MUST SHOW CLEAR, COMPELLING AND CONVINCING EVIDENCE THAT COMPETITION WILL BE ADVANTAGEOUS TO THE GOVERNMENT WITHIN 7 DAYS. IF NO AFFIRMATIVE WRITTEN RESPONSE IS RECEIVED, A BRIDGE CONTRACT VIA A MODIFICATION THE TO CONTRACT W81GYE-09-D-009 WILL BE AWARD WITHOUT FURTHER NOTICE. A DETERMINATION NOT TO COMPETE THIS PROPOSED CONTRACT UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
