Description
PURPOSE: The purpose of this RFI is to conduct market research for use in formulating an acquisition strategy to obtain contract services for Didactic Analyst Training of the Tripwire Analytic Capability (TAC) system at the Marine Corps Intelligence Activity (MCIA), the Marine Corps Information Operation Center (MCIOC), Quantico MCB, and, at the Marine Forces Cyber Command (MARFORCYBER) Columbia, MD, to optimize the use of Tripwire Analytic Capability (TAC). The Contractor shall provide didactic and on the job (OJT) analyst training of the TAC capabilities to enable MCIA, MCIOC, and MARFORCYBER analysts the best leverage the intelligence gathering and analysis capabilities embodied in the TAC system. This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities and suggestions that will allow the Government to refine its potential course of action. The qualifying NAICS code for this effort is 611420 with a size standard of $10.0 Mil. BACKGROUND: TAC is a web-enabled analytic and decision support system that enables real-time and collaborative analysis through the persistent querying of streaming and stored data. TAC ingests disparate sources of textual and numeric data that can be either structured or unstructured. Through a combination of algorithmic metrics and user-defined questions, TAC alerts (Indications & Warnings) and highlights in real-time any input that satisfies a user's questions, as well as any anomalous level of reporting. To accomplish this, TAC provides users a real-time, intuitive, persistent and collaborative analytic capability. TAC is scalable for analyzing problems that are global, high risk and adaptive. Analysis, risk assessment and decision-making accuracy, speed, efficiency and scope are enhanced through the use of TAC. The importance of accurate, detailed, real-time data, that supports the Marine Corps mission cannot be overstated as it is being used extensively to construct all-source intelligence products in support of current and planned Marine operations around the world. CORE OBJECTIVES TO BE ACCOMPLISHED The Marine Corps relies heavily on leveraging the capabilities of TAC to ingest disparate sources of textual and numeric data in through a combination of algorithmic metrics and user defined questions. TAC alerts and highlights in real-time and capability to process structured and unstructured data enhances assessment and decision-making accuracy, speed, efficiency and effectiveness of analysis. The contractor shall have expert knowledge and advanced training capabilities of TAC in the following areas: 1. Expert knowledge of highly effective and efficient queries; 2. Proper query syntaxes; 3. Better ways of querying; 4. Ultimate use of interfaces; 5. Desk-side assistance in the construction of queries and analytic grid frameworks; 6. Use of standard procedures; and, 7. Advanced use of analytic trade craft. 8. Ability to provide advanced training (i.e., train-the-trainer); and, 9. Additional training, as required, to conduct all-source intelligence analyses in support of Marine Corps operations and training requirements. INSTRUCTIONS: Responses to this RFI shall not exceed (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives listed above; (2) Labor categories and rates used by respondents for similar services; (3) Link to the respondent's General Services Administration (GSA) Schedule or attach file of same (not included in page limit), if applicable (product or service must be 100% available from the referenced schedule); and (4) Three customer Citations of any current or past performance related to the objectives (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (5) other material relevant to establishing core competencies of the firm.
