Description
This Sources Sought Notice is for market research purposes only. This is NOT a request for SF 330's or proposals. The VA Pittsburgh Healthcare System (VAPHS), Pittsburgh, PA is issuing this Sources Sought notice to determine the availability of SMALL BUSINESSES; Service Disabled Veteran Owned Small Businesses (SDVOSB); and Veteran Owned Small Businesses (VOSB) that possess the experience and capabilities to provide Architectural / Engineering / Design services for Project 646-13-113, "Crawl Space Asbestos Remediation Design". The applicable NAICS code is 238910 with a small business size standard of $14 million. Do not respond unless you are a Small Business, an SDVOSB or a VOSB. The A/E firm will develop contract drawings, specifications, and plans that will be used to solicit a construction contract for the remediation of asbestos in the crawl spaces of Building One at our University Drive location. The soil located in certain crawl spaces is contaminated with asbestos due to previous activities within the space. This A/E services contract will develop alternatives for remediation; advise the VA as to the best course of action; develop contract documents; and provide construction period services. This project must be completed by a State of Pennsylvania licensed Asbestos Project designer who will be required to develop 3 alternatives and cost estimates to remediate asbestos contaminated material and soils in the crawl spaces. Each alternative must be developed and presented with budgetary costs, advantages, disadvantages, impact, durability, and schedule. The chosen best alternative for abatement will be developed into the construction documents. The crawl spaces located at University Drive comprise of approximately 46,000 square feet divided among 4 crawl space compartments. A compartment of approximately 1200 square feet is prone to flooding and may have up to 10" of water covering the surface at the time of the design and/or construction phasing. These spaces may contain dirt, rocky soil, and/or concrete. The height of the crawl space can be as short as 6 inches in some areas. Responses to this notice must be submitted electronically to the Contracting Officer at William.Matelan@va.gov (telephone inquiries will not be accepted or acknowledged) "REMEDIATION" must appear on the subject line of the email or it will be deleted and not read. Responses must be received no later than January 10, 2013 at 4:00PM (EDT) and must include the following: 1. Prospective firm's name, address, phone number, socioeconomic status and DUNS number 2. General information of firm's previous experience on no more than three projects of a similar scope, complexity and value; including the title, location, brief description of work, and dollar value 3. Verification of appropriate PA licensing Responders must also register on the "Interested Vendors List". Responses should be "short and to-the-point" and limited to one page. This RFI is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The Government is under no obligation to issue a solicitation or to award a contract related to this project. NO FURTHER INFORMATION IS AVAILABLE AT THIS TIME. THIS RFI IS FOR MARKET RESEARCH ONLY.
