Description

This is a Request for Information (RFI) for a Miter Gate Spring Set for the Saint Lawrence Seaway Development Corporation in Massena, New York. Please provide information on capability, availability, delivery/lead time ARO, and estimated prices and freight charges for the following: - Miter Gate Ring Spring Set, heat treated after fabrication, consists of 28 elements: 2 end springs, 13 internal and 14 external springs, per the attached St. Lawrence Seaway Drawing No. SLS-370-159, dated 09/23/99.* - Optional : Additional Miter Gate Ring Spring Set. Option to remain valid for 180 days from date of quote (if a Request for Quote is issued). * The two end springs each are one half of an internal spring element, so taken together they become the equivalent of one internal spring element, which when added to the other 13 internal springs and the 14 externals, you have 28 elements. The term "28 elements" refers more to the length classification of the spring than the exact number of pieces making up the spring. There are 29 pieces but only 28 elements. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this RFI are not offers and cannot form a binding Contractor commitment by the Saint Lawrence Seaway Development Corporation (SLSDC), the U.S. Department of Transportation (DOT), or the U.S. Government to take procurement action in this matter. The purpose of this RFI is to obtain market information on capable sources of supply, industry practices, and input specific to the information and questions provided below. Furthermore, the SLSDC, while seeking input from both the large and small business communities to this RFI, is not required to complete a full and open competition should the government take further procurement action. The Government is not responsible for any cost incurred by industry in furnishing this information. Purpose A response to this RFI is necessary in order to assist the SLSDC in determining the potential levels of interest, adequate competition, and technical capability within the large and small business communities to provide the required services. However, notwithstanding contract vehicle selection or a Contractor's standing, firms not responding to the RFI are not precluded from participating in any future solicitation. Organizational Summary The SLSDC is a wholly-owned government corporation and operating administration of the U.S. Department of Transportation (DOT) responsible for the operation and maintenance of the U.S. portion of the St. Lawrence Seaway between Montreal, Quebec and Lake Erie. This responsibility includes maintaining and operating the two U.S. Seaway locks located in Massena, N.Y. and vessel traffic control in the areas of the St. Lawrence River and Lake Ontario. The SLSDC's policy headquarters is located in Washington, D.C., while the operational staff and facilities are located in Massena, N.Y., home of the two U.S. Seaway locks, Eisenhower and Snell.
