- Mission and Installation Contracting Command (MICC), Fort Gordon, GA intends to negotiate/award a sole source contract with Motorola. The requirement is for the purchase of APX7500 Dual Band Mid Power Mic total of 4 10-40W UHF R1 380-420 MHZ XTL 5000 C total 1 and Accessory Equipment and consumable supplies. The NAICS code is 334220. The authority for this non-competitive award is 10 USC 2304c(1), Only one responsible source. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written response is received by 0800 a.m. on 08 January 2014 to patricia.a.early10.civ@mail.mil, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. SPECIFICATIONS: The current EMS radio communication system has three primary purposes: EMS to EMS communications, EMS to hospital communications and Hospital to Hospital communications. Current HEAR system has stopped working and is well beyond ifs life expectancy. Presently, Ambulance Service does not meet Installation Emergency Management Evacuation or local hospitals. Department of Emergency Medicine is unable to receive urgent calls regarding life threatening emergencies, or to communicate with local agencies during MASCAL events except through land line which is suboptimal. The EMS is requesting the APX7500 because they are dual band radios with UHF and VHF. UHF bands allow communication with Fire and Police Departments and Control Center at Fort Gordon. LMR land based radios are utilized on all military installation allowing communication with other posts. VHF band works with the HEAR/911 system. Ambulances leaving post to travel to another hospital can communicate directly with that hospital. Current system due to age only allows third party calls in this situation is relayed via a dispatcher which is suboptimal. The APX7500 is the only dual band available that allows UHF and VHF capability. Market research revealed that the APX7500 is the updated version of our HEAR system and will place DDEAMC and its EMS Service in total compliance with the local Emergency Management and MASCAL plans.
