Description
SUBJECT: Industry Days for the Platform Engineering and Integration for Tactical and Strategic Systems (PEITSS) Contract 1. The U.S. Air Force Life Cycle Management Center (AFLCMC), Battle Management Directorate, Theater Battle Control Division, is hosting an Industry Day for the Platform Engineering and Integration for Tactical and Strategic Systems (PEITSS) contract from 3-4 February 2014. At this event, the Government will present its anticipated acquisition strategy and other pertinent program information. The Government also intends to host a forum for industry to present their capabilities in relation to the PEITSS efforts to all participants. The conference will take place at the Hanscom Conference Center Building 1106, Hanscom Air Force Base, MA 01731-5000. 2. PEITSS is anticipated to be a multiple award, indefinite delivery/indefinite quantity (ID/IQ) contract to support the Tactical Air Control Party Modernization (TACP-M) program as well as other Theater Battle Control Division (HBD) and Battle Management (HB) Directorate programs. The solicitation is anticipated to be full and open with potential awards to both large and small businesses. The resulting contract(s) are anticipated to have a five year base ordering period with option periods, for a maximum of ten years. The maximum ceiling amount will not exceed $495 million. The Government anticipates the solicitation's release in 4th Qtr. FY14. Contractors will provide integration of Command and Control (C2) and Battle Management capabilities into a wide variety of weapon systems and other platforms to achieve required operational capabilities. The scope will include but is not limited to systems/end items integration onto platforms, test and evaluation (qualification, developmental, operational), product support (logistics), interim contractor support (ICS)/contractor logistics support (CLS), prototyping, studies, analyses, components, manuals and technical data package (TDP)/drawings, electronic media, engineering, fielding, hardware, manufacturing, operational, programmatic and technical support, and training. Potential Delivery Orders (DOs) from the following programs may include but are not limited to the Tactical Air Control Party (TACP) Mobile Communications System (MCS) procurement and integration, Battle Management Battle Control System Sustainment (BCSS), Control and Reporting Center (CRC) sustainment and modernization, and the AN/FPS-124 Service Life Extension Program (SLEP). 3. INDUSTRY SESSIONS: As part of the Industry Day, the PEITSS team will offer companies an opportunity to present individual fifteen (15) minute, unclassified, non-proprietary briefings on 3 February 2014. Both the Government and Industry will be allowed to attend. The briefing is an opportunity to provide commercial awareness. Presenters for briefings held on 3 February will be limited to two per contractor. Interested parties must reserve a time slot. Time slots are limited and reservations should be made at the time of RSVP. 4. ONE-ON-ONE SESSIONS: As part of the Industry Day, the PEITSS team will conduct separate twenty (20) minute, unclassified one-on-one sessions on 4-5 February 2014. There is no limit on the number of attendees for the one-on-one sessions. Interested parties must request a one-on-one session at the time of RSVP. Contractors will be notified with a time slot. Please come prepared to discuss topic(s) you deem pertinent to this acquisition. 5. The Government is seeking companies with the following NAICS codes; 334220 and 541330. Please state if your company is large or small for each NAICS code listed. If small, also state whether the company has a special status Such as, small disadvantaged, small business, 8(a) small business, woman-owned small business, economically-disadvantaged woman-owned small business, veteran-owned small business, service disabled veteran-owned small business or HUB Zone small business for each NAICS code listed. 6. This announcement is not a solicitation but is for information and planning purposes only. This announcement does not constitute an invitation for Bid or a Request for Proposal and is not to be construed as a commitment by the Government. The Government will not reimburse any costs associated with attending the Industry Day event or providing any information associated with this announcement. 7. Interested parties must RSVP no later than 1200 (EST) on Wednesday, 22 January 2014.
