- This is a synopsis/pre-solicitation notice that the Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia Site intends to solicit, on a 100% small business set-aside basis, for Air Particle Sampler units to monitor airborne levels of radioactive particulates. The Navy uses the APS units to monitor airborne levels of radioactive particulates in areas of concern for radiation contamination. As the units continue to age and require repair, the issue of parts obsolescence must be addressed. To remediate this problem and prolong the functionality of the existing units, the Navy's APS units are to be upgraded and refurbished. This upgrade and refurbishment shall consist of, but is not limited to, upgrading the Electronic Module Assemblies (EMAs), providing new motors, upgrading the flow meters and powder coating the exterior surfaces of the APS. Also, the upgrade shall include a revised Technical Manual and Technical Repair Standard from the selected vendor. The upgrade and refurbishment shall not degrade, but rather significantly improve, the existing functionality of the APS. Interested small businesses may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. The solicitation is expected to result in a Firm Fixed Price (FFP) contract with Cost Plus Fixed Fee Clins. Upon its release, the solicitation will be made available electronically at www.fbo.gov. A hard copy of the solicitation will not be made available. Offerors must be registered in the System for Award Management (SAM) database to be considered for award. See www.sam.gov for further information and instructions. Be advised that periodic access to the websites listed above is essential for obtaining updated documentation and the latest information regarding the procurement. The solicitation is expected to be released at least 30 days of this posting. The closing date for receipt of proposals will be established in the solicitation.
