- DLA Disposition Services seeks sources with the capability and interest to provide the machinery/equipment described in this announcement. This is strictly a market research step at this time, and is not an actual request for proposals (RFP). An RFP may be issued at a later date for actual priced offers after this requirement is more fully defined, in part but not limited to the use of responses to this announcement. The anticipated NAICS is 333515 (size standard of 500 employees), with the set-aside aspects of any resulting procurement action also to be determined in part based upon responses to this initial announcement. The potential requirement is summarized as follows: DLA Disposition Services has a Centralized Demilitarization facility located at Anniston Army Depot, Anniston, AL. The primary mission of the facility is to destroy small arms and small arm components to the degree that they can no longer be used for offensive or defensive military purposes. DLA has a potential requirement to destroy weapons typically including but not limited to M249 or M60 machine guns, M16 and AK47 (including all variants), various types of shotguns, and pistols. DLA Disposition Services is seeking available equipment/technology (including but not limited to crushing, shredding, grinding, shearing or cutting) that will reduce such weaponry and components to a residue of which individual pieces at the end of the process are no larger than 1 cubic inch, or otherwise altered to no longer be able to be reassembled into a useable weapon or weapons parts (such as melted and cast into ingots). The throughput requirement is to achieve demilitarization of approx. 2,000 M16s (or equivalent) in a 6 to 7 hour period. Such technology must be available for use indoors, must be capable of use for at least 30 hours per week without significant maintenance or down time, and must meet appropriate industry safety and health standards for hearing and air borne particulates. It is expected that the equipment would be Government operated at our Anniston, AL, location, with training of operators and maintenance of the equipment/machinery to be provided by the contractor should this action ultimately result in a contract award. The resulting shredded or otherwise demilitarized material is expected to be subject to additional Government disposition and not handled further under the potential contract stemming from this action. Firms with the capability and interest to provide the services are encouraged to submit a summary indication of such, by close of business on 27 Jan 2014. Please include the following with your response: - A summary of your capability to provide the machinery/equipment and related support, including your proposed technology/machinery, approximate acquisition cost, footprint/size, electrical power requirements and exhaust/air exchange rate. - The throughput performance of your equipment/method and any response to the above potential target rate (2,000 M16 rifles or equivalent firearms fully demilitarized in a 6-7 hour period). - Any/all socioeconomic designation(s) applicable to your firm under the NAICs of 333515.
