THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Department of Veterans Affairs VISN 4 intends to award a sole-source firm fixed contract in accordance with FAR Subpart 6.302-1. This requirement is for the purchase of the EBSCO Publishing Database Package Subscriptions. The Government intends to make a sole source award to EBSCO INDUSTRIES, INC., 10 Estes St., Ipswich, MA 01938-2106 under NAICS Code 519130. The solicitation will not be posted. Description: EBSCO Information Services provides a complete and optimized research solution comprised of research databases, e-books and e-journals-all combined with the most powerful discovery service and management resources to support the information and collection development needs of libraries and other institutions and to maximize the search experience for researchers and other end users. EBSCO offers more than 375 full-text and secondary research databases and over 420,000 e-books plus subscription management services for 355,000 e-journals and e-journal packages. EBSCO also provides point-of-care decision support tools for healthcare professionals and organizational learning resources for training and development professionals. EBSCO serves the content needs of all researchers whether they access EBSCO resources via academic institutions, schools, public libraries, hospitals and medical institutions, corporations, associations, government institutions, etc. "About EBSCO". 2 Jan 2014.. Currently, the Library Service at the Philadelphia VA Medical Center utilizes EBSCO Publishing which provides us with EBSCOhost, the most-used premium research service in libraries and other institutions worldwide. Health sciences libraries have come to rely on EBSCO as a means of linking several products so that our users can learn to use a single search interface for a variety of subject databases. In 2003, EBSCO acquired CINAHL, our primary nursing database; and as a result, EBSCO is now the only means of accessing CINAHL. In addition, EBSCO is the sole distributor of DynaMED, the evidence-based point of care tool for clinical medicine as well as having the exclusive rights to the nursing database CINAHL. With this single purchase, EBSCO will continue to provide us with 3 subject collections of full-text journals, 5 subject portals for specialty searches, and 4 specialty subject indexes combined with full-text journals. The 'portal' databases contained here are all unique EBSCOhost products, not available from any other vendor. The several full-text journal collections are unique compilations and represent the titles and subject areas most used and requested by our clinical and administrative staff. In all, these collections provide us with 7,334 full ­ text electronic journals available at the desktop for Philadelphia VA staff. As a result, EBSCO Publishing is the only vendor capable of providing the supplies and services described above without the Veterans Health Administration experiencing substantial duplication of cost.
