Description
The reason for this amendment is to change the solicitation from a Small Business Set Aside to Unrestricted. The new time and date for receipt of quotes is 4:00 pm local time on January 10, 2014. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 and 13 as supplemented with additional information included in this notice. This solicitation is issued as a Request for Quotations (RFQ) under solicitation number RFQ-PA-14-00007. Award will be made using Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is changed to unrestricted. The associated North American Industrial Classification (NAICS) code is 334513 and the business size standard is 500 employees. TECHNICAL REQUIREMENT Water Sampler and accessories as described in the schedule to be delivered to USEPA Region 3, 1650 Arch Street, Philadelphia PA, 19103. SCHEDULE: CLIN 0001 Water Sampler and Accessories Rosette and niskin bottles including any associated cables and software necessary to operate and trigger the water sampling bottles. Brand Name or Equal Sea Bird Model SBE 55 ECO Water Sampler with electronic control module (ECM) with programmable auto-fire function and real-time sea cable interface, 600 meter plastic housing with anodized aluminum end cap and standard xsg connectors, one 3-position lanyard release array, stainless steel guard frame with 6 integral bottle mounting brackets, three 4-liter eco sample bottles, ECM to computer cable, upgrade to a 6 bottle system - adding one 3 position lanyard release array, cable, and three 4-liter ECO sample bottles, and complete documentation. Reference FAR Provision 52.211-6. The salient characteristics of the Sea Bird Model SBE 55 ECO Water Sampler are: 1. Bottles with ability to be programmed to trigger at different depths. 2. Weigh less than 200 pounds with full bottles. 3. Unit must have a small footprint so that it can be used on 35 foot Bertram boat. 4. Must be compatible with Government owned YSI water quality sondes. 5. Must be compatible with Government owned Seabird brand software. APPLICABLE CLAUSES AND PROVISIONS The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-71, November 25, 2013.
