Description
PROGRAM DESCRIPTION: The United States Army, Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) Acquisition Center intends to make a sole source award to a firm with the capability of providing repair and replacement of Soldier Monitoring System (SMS) Atlas Radios (RV-SM-VA) and external batteries (RV-BP-SMA). This requirement will result in a Firm Fixed Priced contract in the estimated amount of $100,000.00 to the Original Equipment Manufacturer (OEM), Raveon Technologies, Cage Code 4Z2M2, located at 2461 Impala Drive Carlsbad, CA 92010 under NAICS Code 811213, with a small business size standard of $10.0M. The period of performance for this requirement will be one year. ACQUISITION APPROACH: This action will be awarded in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR Subpart 6.302-1, quote mark Only one responsible source and no other supplies or services will satisfy agency requirements quote mark. The planned sole source award will provide for the repair of Raveon Atlas proprietary radios and batteries that are outside of the current warranty until a logistic support contract can be competed. The estimated funding available to meet the current requirement is $100,000. This is not a formal solicitation or request for quote. The SMS provides persistent Soldier position monitoring during individual land navigation training for Special Forces Assessment and Selection (SFAS) at the United States Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS). The persistent Soldier position monitoring requirement was directed by Vice Chief of Staff, Army to the U.S. Army Special Operations Command (USASOC) for safety concerns after loss of life during individual land navigation training. The SMS system was evaluated, tested and accepted under contract W900KK-09-D-0003-0029 in support of USAJFKSWCS. Raveon Technologies supplied the SMS radios, batteries and communication sub-system components as a subcontractor under SMS delivery as well as repaired and replaced defective hardware. RESPONSES REQUESTED: Contractors who can provide the PEO STRI Acquisition Center with the ability to meet the current repair and replacement requirement shall submit an affirmative, written response indicating a bona fide ability to meet this specific requirement. Responses should appear on company letterhead and include any applicable pricing data or information. All responses should include a point of contact, telephone number, and electronic mail address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency. Responses should be furnished electronically to the contact listed below not later than 4:00 P.M. EST, Thursday, February 6th, 2014.
