- The pupose of this synopsis is to identify potential sources to fulfill the reqirement described below. This notice is published for market research purposes only to identify interested parties. Responses to this sources sought notice will be used by the Government to determine how the solicitation will be issued (i.e. full and open competition or a set-aside). This notce invites all interested parties to submit the data listed below indicating this interest in supporting this requirement. Interested parties should submit their data as a pdf attachmnt to an email by 1:00 pm EST on 15 Jan 2014. Responses shall include the complete name and address of the interested party, CAGE Code, DUNS Number, and the name, phone number and email address of at least one POC. Repsonses shall be no longer than one page. A number of contractors are currently (or within the last 3 years have been) producing or disseminating audio, visual, or audio/visual MISO products (e.g. TV spots, radio spots, websites and web-based MISO products, YouTube videos, novelty items, leaflets, and other printed MISO materials) under contracts with USSOCOM, TSOCs, and GCCs. If your company fits that description, it will be precluded from competing either as a prime contractor or subcontractor for this effort based on an impaired objectivity Organizational Conflict of Interest. The Government has a requirement is for the following: 1) Collect national and sub-national-level quantitative and qualitative data to assistgovernment personnel in the planning and assessment of influence operations in countries/areas of interest, some of which will be in conflict zones. 2) Integrate and analyze disparate quantitative data using advanced statistical and geospatial techniques to include, but not be limited to: factor analysis, cluster analysis, multivariate regression, structural quation modeling, and predictive geospatial modeling. 3) Analyze qualitative data using academically regorous coding and anyalysis methodologies, integrating qualitative results with quantitative results when appropriate. 4) Conduct desktop research and literatrue reviews on designated topics using open source and peer-reviewed research publications. 5) Report resuls of research and analysis using standard formats, including detailed methods, results, and discussion sections. Such reports should explicitly address elements relevat to the planning and assessment of influence operations.
