- PURPOSE: The Food and Drug Administration (FDA) intends to issue a Request for Proposal (RFP) solicitation for Operation and Maintenance Services for equipment. This is a Pre-solicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. PROJECT DESCRIPTION: The Food and Drug Administration's White Oak campus has a need for Operation and Maintenance Services for Equipment. The Contractor shall provide all management, supervision, labor, materials, equipment, repair parts, and services necessary to perform the full range of Operations and Maintenance Services for Equipment. The site is located at 10903 New Hampshire Avenue, Silver Spring, Maryland 20993-0002. It is approximately 1.15 miles north of the Capital Beltway, Interstate 495, and 0.75 mile south of U.S. Highway 29, Colesville Road. This complex consists of 710 acres of land; 130 acres of land are scheduled for development. BUILDING LOCATIONS AND SQUARE FOOTAGE: Building 1 - office space gross sq. ft. 102,000 Office of the Commissioner / Office of Regulatory Affairs Building 2 - Conference Center also known as Central Shared Use gross sq. ft. 126,000 Building10 - animal facility also known as Vivarium gross sq. ft. 75,000 Building 21/22 - office space also known as CDER Office 1 gross sq. ft. 556,000 Building 31/32 - office space also known as OC/ORA Office gross sq. ft. 425,000 Building 51 - office space also known as CDER Office II gross sq. ft 299,151 Building 62 - labs also known as Engineering & Physics Lab gross sq. ft. 140,000 Building 64 - labs also known as Life Sciences Lab gross sq. ft. 129,000 Building 66 - office space also known as CDRH Office gross sq. ft. 395,000 that are currently occupied. Building 110 - also known as Child Day Care gross sq.ft.21, 000 that are currently occupied. The following buildings are approximately scheduled to be completed and occupied April 2014: Building 71 - CBER Office gross sq. ft. 398,000 Building 75 - CVM Office gross sq. ft. 167,000 OC2/CDER 3 Office Building 75 - gross sq.ft.146, 000 CBER Labs Building 52/72 - gross sq. ft.410, 000 This description is not intended to be all encompassing and is subject to change. DELIVERABLES: The work will include but not limited to the following: 1) The Contractor shall establish and maintain a complete Quality Control Plan. 2) The Contractor shall provide a comprehensive Work Management Plan which shall be the basis for receipt of work, planning, estimating, material acquisition, facility inspection, work assignment, and scheduling. 3) The Contractor shall develop and implement Preventive Maintenance plans in accordance with the Manufacture Standards, GSA Public Bldg Maintenance Guide and Time Standards. 4) The Contractor shall perform all preventive and remedial maintenance, and operation of the equipment to assure that the facility remains capable of carrying out the assigned mission of the offices/labs assigned to the facility. NAICS CODE AND SBA SIZE STANDARD: The NAICS code for this project is 561210 with a size standard of $35,500,000. TYPE OF SET-ASIDE: The solicitation will be 100% Service Disabled Veteran Owned Small Business set-aside. SOLICITATION AND CONTRACT TYPE: It is anticipated that from the Request for Proposal Solicitation, the Government will use the Best Value Source Selection Process to award a Firm-Fixed Price Contract, base year and four (4) one (1) year option periods. SOLICITATION RELEASE DATE: The anticipated release date for this solicitation is around January 13, 2014. The statement of work will be available at the time of solicitation release. SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors must be successfully registered in the SAM, www.sam.gov, in order to receive a Government contract award. Offerors must have their representations and certifications available on-line in SAM or provide them with their proposal in order to receive a Government contract award.
