Description
RFP GS11P14YMC0019 Section J-K-L-M RFP GS11P14YMC0019 Section I RFP GS11P14YMC0019 Section D-H RFP GS11P14YMC0019 Section A-C Background: The Central Heating Refrigeration Plant (CHRP) was originally designed in 1933. CHRP is capable of producing approximately 1.5 million pounds of steam per hour; in 2011 the CHRP delivered approximately 1.5 million Klbs, with a peak winter load of 700 thousand lbs/hr. Steam is also used internally to operate steam driven equipment and auxillaries as well as the production of chilled water. The CHRP is the only steam-generating facilities serving in the GSA National Capital Region in operation. This plant provides steam servcie to over 29 GSA public buildings, 49 Federal non-GSA buildings and 12 Non-Federal buildings with a combined area of 52,000,000 gross square feet (GSF). The CHRP is comprised of 5 natural gas fired boilers using #2 fuel oil as back up fuel and 1 cogeneration boiler that operates with two 5MW combustion turbines generators that generates electricity utilizing the exhaust gas to produce steam. The cogeneration electricity is used primarily to power the chiller plant and augment heating operations. In 2011 the cogeneration system generated 75.7 K megawatt/hour of electricity. The CHRP operates a chiller plant that provides 17, 000 tons of cooling to eleven (11) customer buildings: in 2011 the CHRP circulated a total of 4.6 billion gallons of chilled water and supplied 30.6 million tons of hours of cooling. The CHRP is a Level 5 security facility.
