- Request for Information (RFI) Notice REQUEST FOR INFORMATION (RFI) Electronic Signature on File (eSOF) Software The United States Postal Service (USPS) requests preliminary technical and price information from potential suppliers for the following: Business Need: Commercial Off-the-Shelf (COTS) product that provides electronic signature (eSignature) capture and digital signature functionality. This Request for Information (RFI) is intended to collect information regarding available solutions and provide Rough Orders of Magnitude (ROMs) pricing for the costs to purchase, configure, and install the new solution. Estimates of annual support fees for the proposed system will also be required. BACKGROUND: USPS requires an overall electronic signature and digital signature solution that can be integrated with customer-facing and internal applications that require the ability to capture, manage, and store electronic signatures and implement digital signature functionality based on product or service. The solution will be integrated with multiple existing applications across the enterprise. For the electronic signature, the customer should be able to electronically draw their signature, and later retrieve it and apply it to various transactions. Both a desktop and a mobile option are of interest. The eSignature solution and the digital signature solution should conform to FIPS PUB 186-4. The solution should provide for secure eSignature storage functionality. It is intended that all data will be stored on USPS premises. USPS requires the new system to be a highly-available, scalable, and highly-reliable system. USPS seeks a solution(s) which offers innovative approaches, state-of-the-art technologies, and economies of scale, without inordinate complexity or lengthy implementation requirements. The ROM will be used to evaluate the economics of the task and to develop internal funding documents. OTHER RELEVANT INFORMATION: Acknowledgement of Receipt: Potential respondents are required to acknowledge receipt of this document to the Purchasing Specialist, Tammi Robinson-Minor at tammi.robinson-minor@usps.gov, as a condition of being included in any furt her related communications. Confidentiality: Submittals shall not be disclosed outside the Postal Service or outside any evaluation committee or independent third-party entity established for the specific purpose of reviewing any submittals received. Information Requested The Postal Service seeks information on current solutions and services available for an eSignature and Digital signature solution that can address the following: 1. Past Performance Please provide information on up to three (3) previously implemented digital signature solutions for organizations of similar size and scope to USPS. Should also outline capabilities and implementations in this area: • Organization • How your Solution was implemented (be specific if it was a digital solution and/or an electronic signature solution) • Typical lead time for integration or implementation of the solution • Problems encountered and how they were resolved • Define both electronic signature and digital signature 2. Pricing Structure Please provide information on the pricing structure on a Rough Order of Magnitude (ROM) for components of your solution or services provided. Please provide typical costs where applicable (with USPS size and scope) such as: • Software license(s) costs • Other billable expenses • Consulting labor rates • Address whether cost is affected by the number/volume of signature users, documents signed, or signatures created? 3. Project Implementation Timeline Suppliers should also provide an implementation schedule that indicates the steps and time needed to stand up the solution as outlined below (does not imply linear implementation): • Electronic Signatures • Digital Signatures • Other functionality, which may include encryption, and document storage. • FedRAMP compliance for possible digital signatures as a cloud service-if not already certified, indicate timeline/progress to achieving certification 3. Unique considerations Suppliers may also provide at their discretion any additional product information deemed valuable to understand their products, customer references, etc. 4. Completed Functionality Matrix Suppliers must also complete the matrix included below. If configuration is required, please indicate if this is a configuration parameter or if it requires customizations to the product. If an add-on is required, please provide enough detail to understand how the functionality is packaged with other functionality as part of an add-on package. Help must be available in all languages supported by USPS. 6 Support eSignature persistence, maintenance, and deletion according to application record retention mandates. 7 Provide both electronic and digital signature functionality. 8 Store the customer's signature for a designated period of time. 9 Provide functionality to delete a signature. 10 Meet USPS volume needs. Range of signature events is still being determined, however at present, 21MM estimated users will possibly be accessing the electronic signature functionality. 11 Integrate with existing customer profiles. 12 Integrate with Microsoft and Adobe Products. 13 Support integration with SMS/Text and email messaging. 14 Support role-based application security with higher levels of assurance considerations as a future option. 15 Support accountability of documents. 16 Provide a convenient and user-friendly experience in signing and sending various documents. 17 Enable a user's signature to be linked to their physical identity through an accepted method of identity proofing, e.g. NIST Levels of Assurance. 18 Provide strong non-repudiation component / mechanism. 19 Provide ability to capture and prove user's intent to sign the document. 20 Provide controls for authorization of appropriate users' access to stored documents. 21 Support dated and signed document storage for flexible amounts of time. 22 Support optional use of the digital signature solution. The solution shall not require the standard operating procedures (Supply Principles & Practices (SP&P's)) for Supply Management to change. 23 Provide ability for credential life-cycle and provisioning to be maintained by the technical solution supplier or through the software implementation. 24 Support optional functionality to encrypt the message. 25 Support reports generation for auditing, forensics, and system of records purposes. 26 Provide auditing capabilities to track the identity, time, and date of each signature on a document. 27 Provide auditing capabilities to track the identity, time, and date of attempted changes and actual changes to a document. 28 Provide the ability to notify participating parties if there any changes and/or attempted changes to a document. 29 Support multiple signatures on the document. 30 Be compliant with USPS security policies (AS-805) Application Information Security Requirements. 31 Meet FIPS PUB 186-4 - Digital Signature Standards. 32 Meet and comply with the following International Organization for Standardization (ISO) - 14533 standards to ensure interoperability of electronic signatures when the documents they authenticate are transferred and processed through different information technology systems. The new standard is in two parts: •· ISO 14533-1:2012, Processes, data elements, and documents in commerce, industry, and administration - Long term signature profiles - Part 1: Long term signature profiles for CMS Advanced Electronic Signatures (CAdES). •· ISO 14533-2:2012, Processes, data elements, and documents in commerce, industry, and administration - Long term signature profiles - Part 2: Long term signature profiles for XML Advanced Electronic Signatures (XAdES). 33 Comply with the Electronic Signatures in Global and National (E-SIGN) Commerce Act. 34 Comply with the Sarbanes-Oxley (SOX) Act of 2002 and the related information technology best practices known as Control Objectives for Information and Related Technology (COBIT ). 35 Comply with or show progress to comply with FedRAMP for digital signature solutions RFI PROCESS SYNOPSIS: Questions should be submitted in writing until Close of Business (COB) on January 17, 2014. Those questions, along with the USPS answers, will be provided in writing to respondents who have acknowledged their interest in participation. Should needs dictate, the USPS may establish a web conference (date and time to be established) to address the information being requested and to answer any questions. All submittals in response to this RFI must be received on or before January 31, 2014 by email addressed to Peter LaMarca at peter.j.lamarca@usps.gov and Tammi Robinson-Minor at tammi.robinson-minor@usps.gov. INSTRUCTIONS TO RESPONDENTS: Any potential supplier should possess the necessary skills, experience, and the financial wherewithal to deliver their proposed solutions within the USPS enterprise and according to generally-accepted good business practices. Lengthy or elaborate submittals are not desired, nor are those which are promotional or sales-oriented. USPS desires clear, concise and concrete descriptions of your proposed solution limited to 30 single-spaced pages, perhaps coupled with one or more attachments which may contain additional details or backup information. Potential suppliers should indicate if any part of their solution is to be supplied by a business partner or a subcontractor, and if so, identify the partner or subcontractor in their submittals. Submittals shall include preliminary pricing information in the form of a "Rough Order of Magnitude" or ROM. Suppliers should quote the best rates for which the Postal Service is eligible. SCHEDULE OF RFI: RFI Release Date: January 6, 2014 Final Day for Submitting Questions: COB on January 17, 2014 Submittal Due Date: NLT 4:00 PM on January 31, 2014 HOW TO SUBMIT RESPONSES: Your submittal should bear a transmittal (cover) page which sets forth the following: company name, this RFI name, the due date, and the name, title, and contact information for that or those person(s) authorized to commit the supplier and negotiate on its behalf. Suppliers are required to provide separate technical and preliminary non-binding price submittals based upon the requirements and specifications of their proposed solution(s) and they should be identified as such in their document name. All submittals must be prepared in Microsoft Word and Microsoft Excel formats. Submittals must be provided in the form of email addressed to the undersigned which arrives on or before the published due date. The identities of those suppliers submitting questions will not be divulged. Mandatory Provision A-2: The Postal Service does not intend to award a contract or delivery order on the basis of this solicitation or to pay for the information solicited. This solicitation is issued for the purpose of gathering information preparatory to formulating a TEM strategy for possible implementation in the future contingent on management approval and the availability of funds. Funding Note: This initiative has not yet been funded. The Postal Service reserves the right to delay issuing any RFP and / or to make any award until funding is approved, or to refrain from making any award.
